In 1863, the middle year of the War of Secession, the total population of the loyal states was about 23,491,600, of whom about one fifth, or 4,698,320, were adult males of military age. Supposing one adult male out of every five to have been under arms at one time, the number would have been 939,664.

The Secretary of the Treasury shows that on the 1st day of November, 1867, this amount had been reduced to $2,491,504,450; but at the same time his report exhibits an increase during the past year of $35,625,102, for the debt on the 1st day of November last is stated to have been $2,527,129,552.

This is quite apparent when it is explained that the Free State has an estimated acreage of 7,491,500, and out of that only 75,000 acres are cultivated. This is not the fault of the country, but of the Boer himself.

The Treasury held $133,998,398.02; so that the National debt, less this cash, stood at $2,491,504,450. It thus exhibited an average reduction of the debt from its maximum, August 31, 1865, to November 1, 1867, of more than $10,000,000 per month.

After this he died in 491, and the last fact recorded of him is that the empress Ariadne, the daughter of Leo I., who had brought him the empire with her hand, when he fell into an epileptic fit and was supposed to be dead, had him buried at once, and placed guards around his tomb, who were forbidden to allow any approach to it.

On many of these objects the expense will annually be diminished and cease at no distant period on most of them. On the 1st of January, 1817, the public debt amounted to $123,491,965.16, and, notwithstanding the large sums which have been applied to these objects, it has been reduced since that period $37,446,961.78.

The losses caused by the war, the Commune, and the cession of the eastern districts, involved losses that have been reckoned at more than £614,000,000. Apart from the 1,597,000 inhabitants transferred to German rule, the loss of population due to the war and the civil strifes has been put as high as 491,000 souls .
