On April 7, before the regimental tailors had half finished substituting the red circles for the black ones previously carried by the Bucks, a large draft of 431 men joined the Battalion from England. Many of these were boys, but among them stood a few veteran soldiers who had been out before and been wounded.

The revenues derived from the customs of Tampico and Vera Cruz were at this time materially increasing. Your attention is respectfully called to the report of the Postmaster General for the detailed operation of his Department during the last fiscal year, from which it will be seen that the receipts from postages for that time were less by $1,431,696 than for the preceding fiscal year, being a decrease of about 23 per cent.

The appropriations for the present fiscal year are $14,528,431.70, which, in the opinion of the Secretary, will be ample for all the current expenses of the Department during the year.
