Whereas the pure Hellenes had put all the other peoples of the world in the single category of barbarians, their Macedonian conqueror forced upon them a broader view, and, regarding his empire as a world-state, made Greeks and Orientals live together, and prepared the way for a mingling of races and culture.

How will it deal with the black? how will it deal with the yellow man? how will it tackle that alleged termite in the civilized woodwork, the Jew? Certainly not as races at all. It will aim to establish, and it will at last, though probably only after a second century has passed, establish a world-state with a common language and a common rule.

They're things like niggers' nose-rings and Chinese secret societies; childish things, idiot things that have to go. Yet there is no one who will preach the only possible peace, which is the peace of the world-state, the open conspiracy of all the sane men in the world against the things that break us up into wars and futilities. And here am I who have the light WANDERING! Just wandering!"

Freedom of movement in a Utopia planned under modern conditions must involve something more than unrestricted pedestrian wanderings, and the very proposition of a world-state speaking one common tongue carries with it the idea of a world population travelled and travelling to an extent quite beyond anything our native earth has seen.

In our knowledge of astronomy and cosmography we surpass the ancients. "We can affirm that the whole world is now known, and all the races of men; they can interchange all their commodities and mutually supply their needs, as inhabitants of the same city or world-state." And hence there has been a notable increase of wealth.

He was the mediæval Liberal; his persistent existence gave the lie to Catholic pretensions all through the days of their ascendency, and to-day he gives the lie to all our yapping "nationalisms," and sketches in his dispersed sympathies the coming of the world-state. He has never been known to burke a school. Much of the Jew's usury is no more than social scavenging.

But if the Common Council is framed in accordance with a Constitution which binds its representatives to accept its decisions and obey its government, then the World-State, with a World-Executive, will already have come into being. There will be no more war, but only Rebellion and Treason. Such is the real meaning of proposals to give a binding sanction to the decisions of an Inter-State Concert.

It is more reasonable to suppose that, taking in this as in many other things a broader view than that of his countrymen, Caesar recognized the weakness of a world-state whose members were so denationalized as to have no strong feeling for any common purpose, no passion of loyalty to any community, and he favored Judaism as a counteracting force to this peril.

In his moods of inspiration Prothero would discourse through the tobacco smoke until that great world-state seemed imminent and Part Two in the Tripos a thing relatively remote.

The economic activities of mankind have indeed brought a World-Society and a World-Industry into being; but its political analogue, a World-State, can only be formed, not through the co-operation of individuals or groups of individuals, but through the union of nations and the federation of national governments.
