The reduction in the death-rate among young stock, due to preventible causes such as white scour and blackleg, is well worthy of the attention of those who wish to study the more practical work of the Department. The branch of the Department's work which deals with the Sea-fisheries can only be very briefly touched on.

During that period it has been marked by constantly recurring, and sometimes heated, controversy; and it will continue to be a source of irritation until the two Government can reach a solution which shall prove satisfactory, not only to the negotiators, but to the class of brave and adventurous men who, under both flags, are engaged in the sea-fisheries.

This sea was dotted with innumerable fishing-boats. Indeed, Japan's sea-fisheries must be one of her most valuable assets. Moji harbour is a beautiful one, has an inlet and an outlet, but appears land-locked. On the mainland side is Shimonoseki, where Li Hung Chang signed the Peace Treaty with Japan, and where he was later wounded by an assassin. Nagasaki has also a fine harbour.

The sea-fisheries play the chief part in this branch of industry. The long coast line and the great ocean depth near the coast combine to give the fisheries of Norway unusual advantages.

In a former letter I described the Aran sea-fisheries, and before that I adverted to the fact that the Shetland fishermen came to the Irish Coast, caught ling, and brought it back salted to sell to Irish fishermen.
