It was on the 15th of October, 1777, just two days before Burgoyne's surrender, that this path-breaking idea first found expression in Congress. The articles of confederation were then just about to be presented to the several states to be ratified, and the question arose as to how the conflicting western claims should be settled.
On this subject Sir Francis Adams mentions, in a note to his valuable book on the Swiss Confederation, that a well-known citizen of Berne, in answer to his inquiry as to whether Tell ever existed, replied: "Not in Switzerland. If you travel in the Hasli districts you will find a distinct race of men, who are of Scandinavian origin, and I believe that their ancestors brought the legend with them."
But the most extraordinary privilege granted by this treaty was that making the subsequent election of a king for Denmark subject to the approval of the confederation thus assigning to the burghers a right such as no king or emperor of that time exercised over a foreign state.
These Dutch settlements brought about a political union of the New England colonies, although the first cause of the New England confederation was the Indian tribes who lay between the Dutch and the English. But what compromise could compensate for a fact so important as the election of Mr. Lincoln? It has a deep significance which no compromise will remove; it signifies that the conquests of slavery are ended. This proven, the future is easy to foresee: increasing majorities in the North, increasing disproportion of the two parts of the Confederation.
This little political episode is now chiefly interesting as giving an insight into one phase of the character of a public man, who afterwards won a high position in the parliamentary and political life of Canada before and after the confederation of 1867, not by the display of a high order of statesmanship, but by the exercise of his tenacity of purpose, and by reason of his reputation for a spiteful disposition which made him feared by friend and foe.
This was the first time his Majesty had had a chance to see any of these troops as hitherto he had accompanied either the army of Prince Frederick Charles, or that of General Steinmetz and the cheers with which he was greeted by the Bavarians left no room for doubting their loyalty to the Confederation, notwithstanding ancient jealousies.
