It has, moreover, been well said that it was a kind of poor-law; and, even if bad in itself, may have been the least bad remedy for the pauperism which not Caius, but senatorial misgovernment had brought about.
The result was admirably described in the report of a commission, appointed in 1832, with the most comprehensive powers of investigation and recommendation. A summary of the information collected by them, ranging over the whole field of poor-law management, was published in February, 1834.

The last lesson we learn is, that business should be checked as it proceeds. There are two methods. The one is a system of checks, and is practicable when the business does not occupy much space. Although, therefore, the Government has publicly forbidden begging throughout the country, it has in some measure tacitly connived at it, as a compromise between an inefficient poor-law and the widespread misery arising from the improvidence of so many of its subjects; the amount of the harvest reaped by the beggars from the visitors to Rome being so much saved to the public purse.
It is estimated that some of the most popular proposals would involve an annual expenditure of considerably more than twenty millions of pounds making allowance for the saving that might be effected in the ordinary poor-law relief, but not counting the cost of administration. The authorities sent a stronger body of constables and ejected Frost. But as soon as they had left the place Frost came back with his family, on the 28th Jan. 1887, and reoccupied it.
