The landlord's interest was for the time clearly opposed to that of all other classes, however inadequate the doctrine might become when made absolute by a hasty generalisation. I need not dwell upon the free-trade argument which made the popular reputation of the economists.

H. C. Carey to be considerably more liberal than the reformed French tariff under Mr. Cobden's treaty; insomuch that he, a Protectionist, would be glad to exchange his own protective tariff for Louis Napoleon's free-trade one. But why discuss, on probable evidence, notorious facts? The world knows what the question between the North and South has been for many years, and still is.

At last, recognizing with keen instinct the inevitable turn in public opinion, the "Times" came out with a leading article of great power, showing a change of views on the subject of protection. Great noblemen, one after another, joined the League, and the Marquis of Westminster contributed £500 to the cause. The free-trade movement was now recognized as a great fact which it was folly to ignore.

In 1839, the agitation spreading, petitions went up from various parts of the country bearing two million signatures. The motion to repeal, however, was lost by a large majority in the Commons. Then began the organization of Free-Trade Leagues.

The doctrine of the right of Secession had now long been taught, and had become a part of the Southern Slave-holders' Democratic creed, as fully as had the desirability of Slavery and Free-Trade and even many of the Northern Democrats, and some Republicans as well, were not much inclined to dispute, although they cared not to canvass, the point.

He declared that he smoked something worse than the Devil upon Pig and Sow Point, and protested that it was his opinion that Captain Obadiah was doing a bit of free-trade upon his own account, and that dutiable goods were being smuggled in at night under cover of these incredible stories.

I am not an enemy to Free Trade. I have duly noticed and praised the free-trade mart of Ghat, and shown how it prospers in comparison with the restricted system of the Turks, prevalent at Mourzuk. But this I do say, the case of Slavery was an exceptional case, as the Ten Hours' Factory Bill was an exceptional case in the regulation and restriction of labour.

Under existing circumstances, free-trade and fair-play exist only in appearance: for the extraordinary claim has been set up, that an American bookseller has an exclusive right to all the future works of an English author any one of whose former productions he has reprinted, whether with or without paying for it; so that, however willing another publisher may be to give the author a fair price for his book, or however desirous the latter may be to conclude such a bargain, it is practically impossible, so long as privateering is tolerated in the trade.

It may also be remarked that, under the inspiration of those Southern leaders who afterward rebelled, it had been laid down as Democratic doctrine, in the National Democratic platform of 1856 and "reaffirmed" as such, in 1860 that "The time has come for the People of the United States to declare themselves in favor of * progressive Free-Trade. * That justice and sound policy forbid the Federal Government to foster one branch of industry to the detriment of another."

Elgin warned him, again and again, of "the uneasy feeling which the free-trade policy of the mother country ... has tended to produce in the colonial mind," and that uneasiness passed gradually over to Britain.
