The efforts of such noble and devoted workers as Henry Bergh in New York, of George T. Angell in Massachusetts, and many others in various parts of the country, have already brought about a great change in our attitude toward and relations with this great body of our fellow-creatures, and have made all the world more thoughtful, considerate, and kind.

In 1874, Bergh rescued a little girl from inhuman treatment, and this led to the formation of the Society for the Prevention of Cruelty to Children, which has also done a great work. No doubt before Bergh's time, there were many people who were pained to see either children or animals mistreated and who passed by with averted eyes. Bergh did not pass by.
A first ill-considered and hasty attempt was made by Henry, Count of Bergh, and René de Renesse, who opened secret negotiations at The Hague with some Dutch statesmen and the French ambassador. On June 18th they attempted a rising at Liége, but were obliged to take refuge in the United Provinces.
As none of these structures subserve any clear practical use, it would appear that they must have developed by sexual selection to satisfy the æsthetic demands of the eye. The character and arrangement of the pubic hair, investigated by Eschricht and Voigt more than half a century ago, have been more recently studied by Bergh.
But the hair of the head usually varies independently, and Bergh found that of 154 women with spare pubic hair 72 had good and often profuse hair on the head. Complete or almost complete absence of pubic hair is in Bergh's experience only found in about 3 per cent. of women; these were all young and blonde.
Bergh found that among 2200 young Danish prostitutes those who showed an unusual extension and amount of pubic hair included several women who were believed to be libidinous in a very high degree. A lad of 14, guilty of numerous crimes of violence having a sexual source, is described by Arthur Macdonald in America as having hair on the chest as well as all over the pubes.
In the event of their refusing this arrangement, the country would be divided among the two allies, following a line running from Blankenberghe to Luxemburg. If we remember the attitude of the Belgians at the time of the Conspiracy of the Nobles, led by the Count of Bergh , such a refusal must have been anticipated, so that the proposal amounted really to a project of partition.
Is it blasphemy to describe God as needing assistance from the Legislature? Calling for the aid of a mob to enforce His will here, compare that God with a man, even with Henry Bergh. See what Mr. Bergh has done to awaken pity in our people and call sympathy to the rescue of suffering animals. And yet our God was a torturer of dumb brutes.
