The name of the god signified in the old pre-Semitic language of Chaldæa "the lord of the upright horn," while it is worth notice that the names of the owner and his father are compounded simply with the word ili or el, "god," not with the name of any special divinity. Multal-ili means "Provident is God," Ili-isme-anni, "O my God, hear me!"

It would even seem that the word had originally been brought from Babylonia itself in the days when Babylonian writing and culture first penetrated to the West. In the Sumerian or pre-Semitic language of Chaldæa eri signified a "city," and eri in the pronunciation of the Semites became uru.

There is much in the political constitution of later Egypt which seems to have been of indigenous and pre-Semitic origin. Especially does this seem to be so in the case of the division and organization of the country into nomes.

In that case it would seem that the Mesniu or "Smiths," who introduced the use of metal, would have to be referred to the originally Neolithic pre-Semitic people, who certainly were acquainted with the use of copper, though not to any great extent. But this is not a necessary supposition.

This may be true to some extent, but it is at the same time very probable that the first development of political culture at Hierakonpolis was really of pre-Semitic origin. The kingdom of Buto, since its capital is situated so near to the seacoast, may have owed its origin to oversea Mediterranean connections.

The contumacious survivors of the elder element in the population, however, even when successful, seem not to have tried to set up new capitals or to reestablish the pre-Semitic state of things.

It went back to the pre-Semitic age of Chaldæa, and the great temples of Babylonia were largely supported by the esra or tithe which was levied upon prince and peasant alike. That the god should receive a tenth of the good things which, it was believed, he had bestowed upon mankind, was not considered to be asking too much.
