How, as M. Guizot well puts it, the central despotism of Rome stript the Curiales of all they earned, to pay its own functionaries and soldiers; and gave them the power of appointing magistrates, who were only after all the imperial agents of that despotism, for whose sake they robbed their fellow-citizens.

Felix, aged some five and thirty, could boast of free birth; he was the son of a curial that is to say, municipal councillor of Arpinum, who had been brought to ruin, like so many of his class in this age, by fiscal burdens, the curiales being responsible for the taxes payable by their colleagues, as well as for the dues on any estate in their district which might be abandoned, and, in brief, for whatsoever deficiencies of local revenue.

How the Curiales, or wealthy middle class, who were bound by law to fulfil all the municipal offices, and were responsible for the collection of the revenue, found their responsibilities so great, that they by every trick in their power, avoided office.

Yet they have no prospects except to be gradually harassed out of existence, like the curiales of the later Roman Empire. The power will apparently be grasped by a new highly privileged class, the aristocracy of labour. This class, being intelligent, energetic, and intensely selfish, may retain its domination for a considerable time.

Fourthly, the death of liberty carried after it a loss of the virtue, the virile energy, by which Rome had won her supremacy. Fifthly, the new imperial system, after Diocletian, effective as it was for maintaining an orderly administration, drained the resources of the people. The municipal government in each town was put into the hands of curiales, or the owners of a certain number of acres.
