As the bottle was poised in the air with a fiendish cry of "A baptism! a baptism!" and Shorland was debating on his chances of avoiding it, and on the wisdom of now drawing his weapon and cutting his way through the mob, there came from the door a call of "Hold! hold!" and a young officer dashed in, his arm raised against the brutal missile in the hands of the ticket-of-leave man, whose Chauvinism was a matter of absinthe, natural evil, and Gabrielle Rouget.

We heard similar remarks elsewhere in a more moderate form, and from our companions at school in boyish language. There were two parties there also, but besides loyalty another sentiment flourished which would now be called chauvinism, yet which possessed a noble influence, since it fostered in our hearts that most beautiful flower of the young mind, enthusiasm for a great cause.

Priests are asking the whole sympathy of a child for their creed and their church. To be individualistic, to be a patriot and a believer are the quite natural gifts of a healthy person. But maternal love exaggerates very often the individualism of a child and makes it egotistic and selfish; exclusively cultivated patriotism degenerates into chauvinism; and exclusive church education makes a bigot.

In spite of the small powers of the Diet, it succeeded, in the first four years of its existence (1890-94), in causing some annoyance to the Government. The Church of the West burnt thousands of those who did not recognise the papal organisation of the Church as the only ark of salvation. Yet there is rarely to be found in the Church annals an excommunication on the ground of chauvinism or brutal egoism. No one of the world conquerors neither Napoleon nor Kaiser William have been excommunicated by the Church.

No mob disturbances of any kind, in spite of the greatly increased liberty and relaxation of police regulations. Nor was there any runaway chauvinism noticeable, aside from the occasional singing of patriotic songs and demonstrations like the one I just described. The keynote of popular feeling was quiet dignity, joined to determination, with an undercurrent of solemn gravity and responsibility.

French chauvinism had waxed and waned, but it was never extinguished. After 1870 it centred not only about Alsace-Lorraine, but also about the colonial expansion which took from that date a new lease of life in France, as it had done in England after the loss of the American colonies. It has been almost entirely this, coupled with the ever-present threat of Japanese chauvinism, which has given China the appearance of a land that is hopelessly water-logged, although the National Debt is relatively the smallest in the world and the people the most industrious and law-abiding who have ever lived.

Undoubtedly there is a strong movement for increasing the power of the Diet and making the Cabinet responsible to it; there is also a feeling that the Ministers of War and Marine ought to be responsible to the Cabinet and the Prime Minister, not only to the Mikado directly. But democracy in Japan does not mean a diminution of Chauvinism in foreign policy.

The principle of nationality has, in its exaggerations, led to excesses. It has been led astray into Chauvinism, abased to idiotic hatred of the foreigner, degraded to grotesque self-worship. From this caricature of itself the Jewish nationalism is safe.
