The residents to form their own "Neighbourhood Improvement Association" under the Commission of Conservation. The Commission to protect the bird life of the coast experimentally for five years, from the 1st of May, 1913. The 200 miles of coast, from Kegashka to Bradore, to be divided into 5 beats.

The five beats might be called the Romaine, Harrington, Tabatière, Shekattika and Bradore. A sixth boat should move about inspecting the whole coast during the season. It should have a trained naturalist as Inspector, the local game warden of the Province of Quebec, and a crew of two men. The Quebec warden would be paid by the Province.

Elias Derby, the first American millionaire, who died in 1799, made all his money, honestly and legally, out of shipping. Others made fortunes out of smuggling. An enterprising smuggler at Bradore, just inside the Strait of Belle Isle, paved his oaken stairs with silver dollars to keep the wood from wearing out; and he could well afford to do so. Halifax was a garrison town and naval station.

But the very existence of our own Labrador, with its 200 miles of coastline and its more than 20,000 islands, is quite unknown, as a separate entity, to all but a very few outside of its little, but increasing, population of 1200 souls. It lies on the north shore of the Gulf, just inside the Straits of Belle Isle, and runs from Bradore in the east to Kegashka in the west.

What makes you in such an everlastin' hurry, driven away like one ravin' distracted mad? 'A sick visit, says he; 'poor Pat Lanigan him that you mind to Bradore Lake well he's near about at the p'int of death. 'I guess not, said I, 'for I jist heerd tell he was dead. Well, that brought him up all standin', and he 'bouts ship in a jiffy, and walks a little way with me, and we got a-talkin' about this very subject.

I had met him afore in Cape Breton, and had sold him a clock. Well, he was a leggin it off hot foot. Possible! says I, Father John, is that you? Why, what on airth is the matter of you what makes you in such an everlastin hurry, driven away like one ravin distracted mad? A sick visit, says he; poor Pat Lanigan, him that you mind to Bradore Lake, well he's near about at the pint of death.

A friend of mine was one day looking from his boat into the deep, narrow channel in front of his house, when he perceived some strange object in the mud. With help he raised it, and found a long brass "Long Tom" cannon, which now stands on the rocks at that place. Remains of the ancient French occupation should also be procurable near the seat of their deserted capital near Bradore.

Then, as Newfoundland grew dim behind them, a new coast backed by a range of lofty hills came into view ahead; and, in answer to Cabot's eager question, White said: "Yes, that is Labrador, and those are the Bradore Hills back of Forteau."
