Once he had entered rather unexpectedly upon a conference of Heney, former Mayor James D. Phelan, Rudolph Spreckels, son of the sugar nabob, and William J. Burns. Frank, who guessed he was intruding, made a noiseless exit; not, however, till he heard that there would be a thorough, secret search into the trolley franchise and some other actions of the Ruef administration.

This became the keynote of the meeting. Rudolph Spreckels, who arrived late, was greeted with tumultuous cheering. Frank and Aleta were impressed by the spontaneity of the huge popular turnout. "It means," said the girl, as they made their exit, "that San Francisco is again aroused to its danger. What a great, good natured, easy-going body of men and women this town is!

Rudolph Spreckels presented her husband with an heir on the lawn in front of their mansion, while the family were awaiting the coming of the dynamite squad to blow up their magnificent residence. An Irish woman who had been called in to play the part of midwife at a birth elsewhere on Saturday, made a pertinent comment after the wee one's eyes were opened to the walls of its tent home.

This was expressly decided, in the case of the businesses of refining petroleum and refining sugar, by the Spreckels case, referred to in President Taft's message. What, then, is the privilege with respect to which the tax is imposed? Obviously not. No kind or kinds of business are specified in the act.

"Pull up at the nearest drug-store," said Pinkerton to the driver; and when there, the telephone was put in operation, and the message sped to the Pacific Mail Steamship Company's office this was in the days before Spreckels had arisen "When does the next China steamer touch at Honolulu?" "The City of Pekin; she cast off the dock to-day, at half-past one," came the reply.

Spreckels and Phelan guaranteed to raise $100,000 for this purpose. Burns and his detectives had for several months been quietly at work. On October 24 District Attorney Langdon publicly announced the appointment of Francis J. Heney as his assistant, stating that a thorough and fearless search into the actions of the city government would ensue. On October 25 the Supervisors met.

The Spreckels stable on Sacramento and also the houses back of the Neustadter residence were now on fire. This, I knew, would set fire to the three Gorovan cottages, two other two-story houses, and the dynamited house of Mr. Gunn, all fronting on Clay Street, between Van Ness and Franklin.

In this venture Pierre had a partner, to whom he sold out a few years later and then he opened the Tortoni in O'Farrell street, which became one of the most famous of the pre-fire restaurants, its table d'hote dinners being considered the best in the city. When Claus Spreckels built the tall Spreckels building Pierre and his partner opened the Call restaurant in the top stories.

It remains to notice briefly one or two Supreme Court decisions which are relied upon by the sponsors of the new tax law. Reference has already been made to the decision in the Spreckels case which upheld the validity of the tax imposed by the War Revenue Act of 1898 upon the gross receipts of corporations engaged in the businesses of refining petroleum and refining sugar.

In other words, if the privilege of doing a business say conducting a department store were the thing taxed and the only thing taxed, the rule of uniformity would seem to require that a corporation and a copartnership conducting similar stores on opposite corners of the street should both be taxed. Nothing inconsistent with this view will be found in the Spreckels case.
