Federal grant-in-aid welfare programs, now based on widely varying formulas, should be simplified. Concrete proposals on fourteen of them will be suggested to the appropriate Committees. The program for rehabilitation of the disabled especially needs strengthening. Through special vocational training, this program presently returns each year some 60,000 handicapped individuals to productive work.

I have mentioned the University standard. For many years after our going to India there was no University in the land. The establishment of Universities in Calcutta, Madras, and Bombay, and the introduction of the grant-in-aid system, have effected in the educational department a change so great that it may be called a revolution.

These will include flexible credit and debt management policies; tax measures to stimulate consumer and business spending; suitable lending, guaranteeing, insuring, and grant-in-aid activities; strengthened old-age and unemployment insurance measures; improved agricultural programs; public-works plans laid well in advance; enlarged opportunities for international trade and investment.

The hospital was the recipient of a grant-in-aid, which a gentleman resident in its vicinity participated in his face getting chopped by some startled pebbles. One young lady who had left the mine, who could better hear the shells above than the confusion of tongues below, was penalised with a gash happily slight. A little boy was wounded in the leg.

Every program will be thoroughly evaluated. Grant-in-aid programs will be improved and simplified as desired by many of our local administrators and our Governors. Where there have been mistakes, we will try very hard to correct them. Where there has been progress, we will try to build upon it. Our second objective is partnership to create an effective partnership at all levels of government.

The studies in mission schools are to a large extent what they were, but they have come under new conditions, which greatly alter the proportionate attention given to them, and the degree of zeal with which they are prosecuted. Under the grant-in-aid system missionaries are allowed full liberty in giving Christian instruction to their pupils.

In their Boys' School, at Kuching, over a hundred boys are under instruction by an English Master, assisted by a staff of Native Assistants; there is also a Girls' School, under a European Mistress, and schools at all the Mission Stations. The Government of Sarawak allows a small grant-in-aid to the schools and a salary of £200 a year to one of the Missionaries, who acts as Government Chaplain.

Since taking office, I have been strongly committed to strengthening the fiscal and economic condition of our Nation's State and local governments. I have accomplished this goal by encouraging economic development of local communities, and by supporting the General Revenue Sharing and other essential grant-in-aid programs.
