Federal grant-in-aid welfare programs, now based on widely varying formulas, should be simplified. Concrete proposals on fourteen of them will be suggested to the appropriate Committees. The studies in mission schools are to a large extent what they were, but they have come under new conditions, which greatly alter the proportionate attention given to them, and the degree of zeal with which they are prosecuted. Since taking office, I have been strongly committed to strengthening the fiscal and economic condition of our Nation's State and local governments.
