In this analogy Seattle stands, of course, for Trieste; the Olympic Peninsula corresponds to the Istrian Peninsula; for Vancouver and Victoria you will read Pola and Fiume; while Honolulu might, by a slight exercise of the imagination, be translated into the great Austrian stronghold of Cattaro. Such is a reasonably accurate parallel to Italy's Adriatic problem.
In discussing the question of Fiume the mistake is almost invariably made of considering it as a single city, whereas it really consists of two distinct communities, Fiume and Sussak, bitterly antagonistic and differing in race, religion, language, politics, customs, and thought.
The simplest way of entering the Land of the Black Mountain is viâ Cattaro in Dalmatia. The sea-trip from Trieste, which takes a little over twenty-four hours, is a revelation of beauty, for the Dalmatian coast is sadly unknown to the traveller. The journey can also be made from Fiume, whence the "Ungaro-Croata" send a good and very frequent service of steamers.
This claim had long been approved secretly by the British and French; it had even been accepted by the Chinese at the time when Japan had forced the twenty-one demands upon her. It was disapproved, however, by the American experts in Paris, and Wilson argued strongly for more generous treatment of China. In proclaiming its annexation to Italy on the ground of self-determination, the National Council of Fiume did not include Sussak, which is a Croatian village in historically Croatian territory.
This peculiarity resulted, no doubt, from much rain upon the hills; it may be that in calmer seasons the Fiume di Squillace bears more resemblance to the Pellena as one pictures it, a delightful stream flowing through the gardens of the old monastery. Cassiodorus tells us that it abounded in fish. One of his happy labours was to make fish-ponds, filled and peopled from the river itself.
