If the reduction in wages is due to natural causes, the loss of business being such that the burden should be and is, equitably distributed between capitalist and wage-worker, the public should know it.

Foreseeing that in time such union will be inevitable, what more natural for the producing classes in revolt than to unite today in voting, if not for other propositions, at least for direct legislation and home rule? These forces combined in any state, it seems improbable that certain political and economic measures now supported by farmer and wage-worker alike could long fail to become law.

On the contrary, never before has the average man, the wage-worker, the farmer, the small trader, been so well off as in this country and at the present time.

It was aimed at one of the strongest champions the wage-worker has ever had; at one of the most faithful representatives of the system of public rights and representative government who has ever risen to public office.

The well-being of the wage-worker is a prime consideration of our entire policy of economic legislation. Subject to this proviso of the proper protection necessary to our industrial well-being at home, the principle of reciprocity must command our hearty support.

Moreover, in addition to mere obedience to the law, each man, if he be really a good citizen, must show broad sympathy for his neighbor and genuine desire to look at any question arising between them from the standpoint of that neighbor no less than from his own, and to this end it is essential that capitalist and wage-worker should consult freely one with the other, should each strive to bring closer the day when both shall realize that they are properly partners and not enemies.

We seek to stop wrongdoing; and we desire to punish the wrongdoer only so far as is necessary in order to achieve this end. We are the stanch upholders of every honest man, whether business man or wage-worker.

Instead of these fraternal relations, we have had pride, jealousy, and perjury; the employer, like the vampire of the fable, exploiting the degraded wage-worker, and the wage-worker conspiring against the employer; the idler devouring the substance of the laborer, and the serf, squatting in filth, having no strength left but for hatred.

From the standpoint of equal rights there need be no difficulty in meeting the arguments certain to be brought against this proposed course such sophistical arguments as that it is not the business of a government to take property from some citizens to give to others. If the unemployed, propertyless wage-worker has a right to live, he has the right to sustain life.

In the long run the one vital factor in the permanent prosperity of the country is the high individual character of the average American worker, the average American citizen, no matter whether his work be mental or manual, whether he be farmer or wage-worker, business man or professional man.
