Now one man who is advanced or discharged vacates a position, which is immediately filled by the man next in line for promotion. The machinery of the office never clogs. But on this night, turmoil takes the place of system. A crisis in the history of the paper is being reached. The heads of departments are all present, having been summoned by telegram or telephone. They are ready to act.

By the operation of this law, the President can deprive a man of office without taking the responsibility of removing him. The law itself vacates the office, and gives the means of rewarding a friend without the exercise of the power of removal at all. Here is increased power, with diminished responsibility.

"At present, at all events, let me enjoy Texford, and yours and Julia's society, mother, and when my father vacates his seat for Mumbleton it will be time enough for me to decide whether or not I wish to occupy it," he said to Lady Castleton when she spoke to him of his father's wish.

The reasons for such removal are to be rendered to His Majesty by the Lieutenant-Governor, who is responsible for their sufficiency.... 2nd: We are of opinion that a removal of a Judge of the Court of King's Bench necessarily vacates the office, and that another person may be appointed to fill the vacancy, subject to be confirmed or disallowed by His Majesty."

When we are brought low, and our coats are shabby, do we not both shake our heads and talk of 'reform'? And when, oh! when we are up in the world, do we not both kick 'reform' to the devil? If a lady take a fancy to any male passenger's seat, the gentleman who accompanies her gives him notice of the fact, and he immediately vacates it with great politeness. Politics are much discussed, so are banks, so is cotton.

Usually the government in power goes to the country for reendorsement before the term of Parliament expires. Laws on corrupt practices are very strict and what is more they are generally enforced. The slightest profit, direct or indirect of a member, vacates his seat. Corruption on the part of underlings, of which they have known nothing, vacates an election.

Another reason why the doctrine that State secession is State suicide has appeared so offensive to many, is the supposition entertained at one time by some of its friends, that the dissolution of the State vacates all rights and franchises held under it. But this is a mistake.

The government, as distinguished from the state or nation, has only a delegated authority, governs only by a commission from the nation. The revocation of the commission vacates, its title and extinguishes its rights. The nation is always sovereign, and every organic people fixed to the soil, and actually independent of every other, is a nation.
