If the student in American history is asked to go to the board at intervals and write an outline for the work covered on such topics as the following, he will come much nearer understanding the progress of our people: History of the tariff. Political parties and principles for which they stood. Things that crystallized Northern sentiment against slavery. Reasons for the unification of the South.

It is in the unity of their interpretation that the achievements of science lie. This unity is conceived in the form of scientific theories; is verified by the comparative and critical conduct of experiments. But in all such work how manifold are the presuppositions which we make when we attempt such unification! Here is no place to enumerate these presuppositions.

If it be true, as some assert, that only unbaptised prisoners were legally considered lawful booty, it is certain that in practice, before the unification of the principalities under the Tsars of Moscow, little distinction was made in this respect between unbaptised foreigners and Orthodox Russians.* A similar method was sometimes employed for the acquisition of free peasants: the more powerful proprietors organised kidnapping expeditions, and carried off by force the peasants settled on the land of their weaker neighbours.

Unification of purpose often goes too far. Men lose sight of the duties they owe to wife and family in their pursuit of wealth or fame; they forget that relaxation and pleasure-seeking are normal and legitimate aims. They deify a purpose; they attach it to themselves so that it becomes more essentially themselves than their religion or their family.

This process of unification of the cosmos this levelling of the celestial with the sublunary was carried no farther until the fact unexpectedly emerged from a vast and complicated mass of observations, that the magnetism of the earth is subject to subtle influences, emanating, certainly from some, and presumably from all of the heavenly bodies; the inference being thus rendered at least plausible, that a force not less universal than gravity itself, but with whose modes of action we are as yet unacquainted, pervades the universe, and forms, it might be said, an intangible bond of sympathy between its parts.

The fact that more than 21,000 little children died needlessly in Lancashire in that very same year means nothing to them at all. It cannot be used to embitter race against race, and to hamper that process of world unification which it is their pious purpose to delay. It does not at all follow that even the Rutland 103 represents the possible minimum of infant mortality.

Such a course would have certainly achieved the unification of the sections by the extinguishment and elimination of the weaker of our two rival systems of labor.

A few words of digression upon the future of Islam may not be out of place here. The idea of a militant Christendom has vanished from the world. The last pretensions of Christian propaganda have been buried in the Balkan trenches. A unification of Africa under Latin auspices carries with it now no threat of missionary invasion.

At Bologna I found a festa, or rather two festas, a civil and a religious, going on in mutual mistrust and disparagement. The civil, that of the Statuto, was the one fully national Italian holiday as by law established the day that signalises everywhere over the land at once its achieved and hard-won unification; the religious was a jubilee of certain local churches.

The same praise may be worthily bestowed upon his successor, but the personal influence is no longer the same, any more than that of Leo XIII. can be compared with that of Pius IX., though all the world is aware of the present Pope's intellectual superiority and lofty moral principle. Let us try to be just. The unification of Italy has been the result of a noble conception.
