That the sums applicable to these objects will be very considerable may be fairly concluded when it is recollected that a large amount of the public revenue has been applied since the late war to the construction of the public buildings in this city; to the erection of fortifications along the coast and of arsenals in different parts of the Union; to the augmentation of the Navy; to the extinguishment of the Indian title to large tracts of fertile territory; to the acquisition of Florida; to pensions to Revolutionary officers and soldiers, and to invalids of the late war.

The propriety of further extending the time for the extinguishment of the debt due to the United States by the purchasers of the public lands, limited by the act of March 21st, 1828 to July 4th, 1829, will claim the consideration of Congress, to whose vigilance and careful attention the regulation, disposal, and preservation of this great national inheritance has by the people of the United States been intrusted.

The night was no more than pleasantly cool, and the half-grown moon, which was already dipping to its early extinguishment behind the upreared bulk of the Timanyonis, struck out stark etchings in silver and blackest shadow upon a ground of fallow dun and vanishing grays.

The experience of other nations admonished us to hasten the extinguishment of the public debt; but it will be in vain that we have congratulated each other upon the disappearance of this evil if we do not guard against the equally great one of promoting the unnecessary accumulation of public revenue.

Like the eye of one who is going down to death, the firelight faded and finally went out in the pallor of ashes, while I, sitting alone in the darkness, felt the whole world drearier for a little space for the final extinguishment of this fire, the death hour of a once happy home. Somebody asked me the other day if I favored divorce.

Some asserted, that at that moment an audible groan came from the dead man, and that this arose from the extinguishment of that remnant of life which remained in him, on account of his being a vampyre, and which would have been brought into full existence, if the body had been placed in the rays of the moon, when at its full, according to the popular superstition upon that subject.

This I shall aim at the more anxiously both because it will facilitate the extinguishment of the national debt, the unnecessary duration of which is incompatible with real independence, and because it will counteract that tendency to public and private profligacy which a profuse expenditure of money by the Government is but too apt to engender.

While we are felicitating ourselves, therefore, upon the extinguishment of the national debt and the prosperous state of our finances, let us not be tempted to depart from those sound maxims of public policy which enjoin a just adaptation of the revenue to the expenditures that are consistent with a rigid economy and an entire abstinence from all topics of legislation that are not clearly within the constitutional powers of the Government and suggested by the wants of the country.

Some preliminary steps were taken toward it, the maturing of which will no doubt engage your zealous attention during the present. I will only add that it will afford me a heart-felt satisfaction to concur in such further measures as will ascertain to our country the prospect of a speedy extinguishment of the debt.

The other principal features necessary to subdivide the electric current successfully were: the burning of an indefinite number of lights on the same circuit; each light to give a useful and economical degree of illumination; and each light to be independent of all the others in regard to its operation and extinguishment.
