The founder of the dynasty instituted the necessary reforms to prove that he was a national benefactor, and one of his successors, known as the Magnificent King, extended the authority of his family over some of the States of Turkestan.

In Central Asia there was a revival of activity on the part of the Khoja exiles, who fancied that the discomfiture of the Chinese by the English and the internal disorders, of which rumor had no doubt carried an exaggerated account into Turkestan, would entail a very much diminished authority in Kashgar.

Trains are running at a reasonable speed to Turkestan, and I saw cotton from there being loaded on to Volga steamers. In Persia and Turkey, revolts are taking place, with Bolshevik support. It is only a question of a few years before India will be in touch with the Red Army.

Their rule has been described by a Mussulman as being both very fair and very just. Having conquered Eastern Turkestan, the Chinese next took steps for the recovery of Ili. Without the metropolitan province the undertaking of Tso Tsung Tang would lack completeness, while indeed many political and military dangers would attend the situation in Central Asia.

Thin, twisting paths led up to it, and before, on the more clement slopes, some fields of grain were tilled as our Aryan forefathers tilled the soil on the plains of Turkestan. The place was at least 8,000 feet above the sea, so the air was highland, clear and pleasant, save for the dryness which the great stone deserts forced upon the soft south winds.

Kachgar is an important centre of trade, which is almost entirely in Russian hands. Khotan silks, cotton, felt, woolen carpets, cloth, are the principal articles in the markets, and these are exported beyond the frontier between Tachkend and Koulja, to the north of Oriental Turkestan. Here, as the major told me, Sir Francis Trevellyan should have special cause for manifesting his ill humor.

From Meshed it is only a few days' journey through a mountainous tract to the frontier between Persia and Russian Asia. There lie Transcaspia, Samarcand, Bukhara, Turkestan, and the Kirghiz Steppe. This road would take us out of our way to India, but while we halt at Tebbes I can tell you something about the country it passes through.

Presently a village having many queer spires and minarets whisked by him like a flash. Rob became worried, and resolved to slow up at the next sign of habitation. This was a good resolution, but Turkestan is so thinly settled that before the boy could plan out a course of action he had passed the barren mountain range of Thian-Shan as nimbly as an acrobat leaps a jumping-bar.

After the Crimean War circumstances favoured the advance of the Russian arms. England, busied with the Sepoy Mutiny in India, cared little what became of the rival Khans of Turkestan; and Lord Lawrence, Governor-General of India in 1863-69, enunciated the soothing doctrine that "Russia might prove a safer neighbour than the wild tribes of Central Asia."

Thus not only moral but spiritual inequality is sufficiently potent to do away with the "full equality" of two wills and to furnish an ethical rule by which all the shameful acts of civilised plundering states against backward peoples down to the atrocities of the Russians in Turkestan may be justified.
