From a decree of the Council of Elne, in the South of France, we find that the "Truce of God," the "Treuga Dei" as it was technically called, was in full honor and had reached the height of its beneficent power in 1207.

With the decline of the crusading spirit and the rise of monarchical principles the influence and use of the Treuga waned. The verses of the troubadour, Bertrand le Born, are celebrated "Peace is not for me, but war, war alone! What to me are Mondays and Tuesdays? And the weeks, months, and years, all are alike to me."

In reality, the treuga Dei, like the league started under Louis le Gros for the defence against both the robberies of the nobles and the Norman invasions, was a thoroughly popular movement. Passing from the ancient world to the modern, we encounter in the Middle Age within Europe that which is known amongst mediaeval Latinists as the Treva or Treuga Dei. This "Truce of God" was a decree promulgated throughout Europe for the cessation at certain sacred times of that feudal strife, that war of one noble against another which darkens our early history.

In answer to a question from Hegius, Agricola goes on to distinguish the words mimus, histrio, persona, scurra, nebulo; with quotations from Juvenal and Gellius. 'Leccator', he says, 'is a German word; like several others that we have turned into bad Latin, reisa, burgimagister, scultetus, or like the French passagium for a military expedition, guerra for war, treuga for truce.

The second of these defects, though not the first, can also be perceived in the German system of the Land-peace. Periodically we find an Emperor constraining a particular province, or even the whole German kingdom, to accept a set of rules which are partly modelled on those of the Treuga Dei and partly in the nature of criminal legislation.
