I thought of Tennyson's words: "Broad-based upon her people's will," and felt that there was more in the rude little diagram than in many subtle and learned arguments. It was not only from my intercourse with Mr. Toulmin that I derived mental profit in those days.

She says she has a keen memory of Francis Newman coming to her father's house at Highgate at that time, with Pulszky and other Hungarians, all eager in the "efforts for reform and constitutional freedom and local government." Newman, owing to his University College engagements probably, I think retired from his position on the Committee in October, 1849. Francis Newman to Toulmin Smith.

Newton Crosland, a young man who once called on me in Liverpool, the husband of a literary lady, formerly Camilla Toulmin. The lady herself was coming to spend the evening. We talked of politics and spiritualism and literature; and before we rose from table, Mr. Bennoch drank the health of the ladies, and especially of Mrs. , in terms very kind towards her and me.

For nothing is more imperatively necessary among the ranks of workers to-day. Mr. Dom Gasquet describes thus their object: "Broadly speaking, they were the benefit societies and the provident associations of the Middle Ages. The Romans had no poor laws ... until the destruction of small freehold." Toulmin Smith describes them, institutions of "local self-help."

Two notable speeches that I heard and reported although I would not read proofs I was quite willing to oblige Mr. Toulmin by keeping up my practice as a shorthand writer recur to me. One was a speech made in 1865 by Mr. Gladstone at Manchester.

William Toulmin, brother of the owner of the chapel, preaches every Sunday, and has done so, more or less, from its opening. He gets nothing for the job, contributes his share towards the church expenses as well, and is satisfied.

The "old institutions of the shires are known only to students of ancient law," says Mr. Toulmin Smith, one of the greatest authorities of his country's old records, documents, etc. "They have been overridden by justices of the peace, county lieutenants, and other functionaries.... From this general decay of local institutions centralization has grown up."

Brentano's essay is only referred to because of the paucity of works on the subject, as it is fanciful and unsatisfactory. No thorough and scholarly description of the craft gilds exists. On the other hand, a considerable body of original materials is easily accessible in English, as in the following works: Riley: Memorials of London and London Life. Smith, Toulmin: English Gilds.

My wishes were realised when I received an offer from the proprietors of the Leeds Mercury of a position on that journal, which had long been one of the most important of provincial newspapers. I accepted the offer, and left Preston at the beginning of 1866 with feelings of nothing but goodwill and respect for my old chief, Mr. Toulmin.
