In the thickening twilight on the little square gorgeous staff officers came and went, afoot, on horseback and in automobiles; and through an open window we caught a glimpse of a splendid-looking general, sitting booted and sword-belted at a table in the Prince de Caraman-Chimay's library, with hunting trophies skin and horn and claw looking down at him from the high-paneled oak wainscotings, and spick-and-span aides waiting to take his orders and discharge his commissions.

He was no Massillon, to thunder forth his ecclesiastical rhetoric, even when a Louis le Grand was enthroned among his congregation. Nor did the chaplains who preached on the quarter-deck of Lord Nelson ever allude to the guilty Felix, nor to Delilah, nor practically reason of righteousness, temperance, and judgment to come, when that renowned Admiral sat, sword-belted, before them.

Over these we have authoritative Lieutenants, a sword-belted Officer of Marines, a Chaplain, a Professor, a Purser, a Doctor, a Cook, a Master-at-arms. Oppressed by illiberal laws, and partly oppressed by themselves, many of our people are wicked, unhappy, inefficient. We have skulkers and idlers all round, and brow-beaten waisters, who, for a pittance, do our craft's shabby work.

Considered from the stand-points of picturesqueness and impressiveness it made one's pulses tingle when those thirty or forty men of the wig and ermine marched in single and double file down the loftily vaulted hall, with the Lord Chancellor in wig and robes of state leading, and Sir Rufus Isaacs, knee-breeched and sword-belted, a pace or two behind him; and then, in turn, the justices; and, going on ahead of them and following on behind them, knight escorts and ushers and clerks and all the other human cogs of the great machine.
