Servia proved that she well knew that they were insufficient to satisfy the legitimate demands of Austria-Hungary by the fact that before making her offer she had ordered mobilization and retirement of Government from Belgrade. M. Sazonof, the Russian Foreign Minister, seems to have divined this policy of Germany pretty soon:

The end of education in Servia being practical, prominence is given to geometry, natural philosophy, Slaavic history and literature, &c.

Servian Frontier. New Quarantine. Russian Major. We again started after mid-day, with the captain and his momkes, and, proceeding through meadows, arrived at Zhitchka Jicha. Bounding the horizon on the north-east we made out the Transylvanian Alps; to the south lay Servia, and more distant still the Balkan Mountains.
