Bulgaria now plainly let it be understood under what conditions she would join a union of the Balkan neutrals against the Teutonic Powers. Her premier, Radoslavov, head of the Bulgarian Liberal Party, whose policy has always been anti-Russian, is one of the most astute politicians in the Balkans, and this description is equally true of King Ferdinand as a monarch.

The secret was so well kept that one of the diplomatists in Roumania left for a holiday three days before the declaration of war, feeling certain that there was to be no war. Bulgaria has a newspaper Press that, on ordinary matters, for delightful irresponsibility, might be matched in London. Yet not a single whisper of what the nation was designing and planning leaked abroad.

It was a laborious task for the troops, especially since they had not regained their health from the ravages of the cholera in Bulgaria. Two days' march, however, brought the English army to the little port of Balaklava, on the south of Sebastopol, where the land and sea forces met.

I reserve my judgment as to what is commanded me by the venerated memory of my father, the interests of Russia, and the peace of the Orient . Article III. of the Treaty of Berlin ran thus: "The Prince of Bulgaria shall be freely elected by the population and confirmed by the Sublime Porte, with the assent of the Powers."

Some of the survivors retraced their steps; the rest, among whom was Walter, reached Constantinople, where they awaited the arrival of Peter and his companions.

Strong in the belief that the country which had taken up arms for the deliverance of Bulgaria would be able to fulfil its engagements, and afford secure protection to the inhabitants of Yenilik, and, among them, to his wife and little ones, Dobri Petroff went on his way with a comparatively easy mind.

No one who has been in a Turkish province, and has witnessed the results of the Bashi-Bazouk system, which excited so much indignation some time ago in Bulgaria, will need to be told why the people of the Soudan have risen in revolt against the Khedive.

At that moment King Ferdinand of Bulgaria was endeavoring to get Turkey to sign a treaty, for which negotiations had been going on secretly for some months, by which Bulgaria was to obtain all the Turkish land on the west side of the Maritza River, and so free the Bulgarian railroad to Dedeagatch from Turkish interference.

None the less Bulgaria's friendship with the Central Empires was not openly manifested until the financial transaction was concluded between them which made Bulgaria the creditor of Austria-Hungary shortly before the outbreak of the war. Economically, Bulgaria, like her neighbours, had long been a tributary of the Central Empires.
