A parliamentary paper showed that the British measures adopted to intercept the sea-borne commerce of Germany had succeeded up to September, 1915, in stopping 92 per cent of German exports to America. Steps had also been taken to stop exports on a small scale from Germany and Austria-Hungary by parcel post.

After officially declaring to Russia that Austria-Hungary has no intention to acquire territorial gain and to touch the existence of the Kingdom, the decision whether there is to be a European war rests solely with Russia which has to bear the entire responsibility.

The course adopted by Austria-Hungary against Serbia constituted, moreover, a direct encroachment upon the general interests of Italy both political and economical in the Balkan peninsula. Austria-Hungary, having declared her readiness to inform the Powers of the results of the enquiry upon which the Imperial and Royal Government base their accusations, should equally allow them sufficient time to study them. "In this case, if the Powers were convinced that certain of the Austrian demands were well founded, they would be in a position to offer advice to the Servian Government.

The German Empire includes several hundred thousand Frenchmen, who want to get back under French control, a million or two Danes, who want once more to belong to Denmark, and several million Poles, who desire to see their country again united. Russia rules over a mixture of peoples almost as numerous as those composing Austria-Hungary. The Russians themselves are not one people.

We learn from Schwarte's book: "From reliable descriptions we know that our gas troops caused an unusual amount of damage to the enemy especially in the East with very little expenditure of effort. The special battalion formed by Austria-Hungary was, unfortunately, of no special importance for various reasons."

Having under my constitutional prerogative appointed an estimable citizen of unimpeached probity and competence as minister at that court, the Government of Austria-Hungary invited this Government to take cognizance of certain exceptions, based upon allegations against the personal acceptability of Mr. Keiley, the appointed envoy, asking that in view thereof the appointment should be withdrawn.
