They had a love of gain, which under a better system would have made them hardworking; but it took ten serfs to do, languidly and poorly, what two free men in America would do quickly and well. They were naturally a kind people; but let one example show how serfage can transmute kindness. It is a rule, well known in Russia, that when an accident occurs, interference is to be left to the police.

Since then the process of abolishing wage-slavery went slowly forward until at last the war came not only to threaten its destruction altogether but also to place the emancipated workers in a position where they could dictate terms and conditions to capital, to employers, to government and to the general public; while even now in many parts of Europe and America, besides Russia, overt attempts are being made to bring back the old slavery, only with the former bondsmen in supreme dictatorship, the former employers and the "bourgeoisie" in the new serfage.

When serfage was being abolished the majority of these men took an active part in the great work and rendered valuable service to their country. Victor Alexandr'itch acted otherwise.

Yet it was by his misguided hand that serfage was compacted into its final black mass of foulness. For Peter saw other nations spinning and weaving, and he determined that Russia should at once spin and weave; he saw other nations forging iron, and he determined that Russia should at once forge iron.

The moralists declared that all the prevailing vices were the product of serfage, and that moral progress was impossible in an atmosphere of slavery; the lawyers held that the arbitrary authority of the proprietors over the peasants had no legal basis; the economists explained that free labour was an indispensable condition of industrial and commercial prosperity; the philosophical historians showed that the normal historical development of the country demanded the immediate abolition of this superannuated remnant of barbarism; and the writers of the sentimental, gushing type poured forth endless effusions about brotherly love to the weak and the oppressed.

Not many years after Peter's death, they so over-awed the Empress Anne that she thrust into the codes of the Empire statutes which allowed the nobles to sell serfs apart from the soil. So did serfage bloom fully into slavery. But in the latter half of the eighteenth century Russia gained a ruler from whom the world came to expect much.

They revived Old World objections, which, to one acquainted with the most every-day workings of serfage, were ridiculous. It was said that if the serfs lost the protection of their owners they might fall a prey to rapacious officials. As well might it have been argued that a mother should never loose her son from her apron-strings.

* It is sometimes said that forty millions of serfs have been emancipated. The statement is true, if we regard the State peasants as serfs. They held, as I have already explained, an intermediate position between serfage and freedom. The peculiar administration under which they lived was partly abolished by Imperial Orders of September 7th, 1859, and October 23d, 1861.

Coming out of these dreams, Alexander had to deal with such realities as the burning of Moscow, the Battle of Leipsic, and the occupation of France; yet, in the midst of those fearful times, when the grapple of the Emperors was at the fiercest, in the very year of the burning of Moscow, Alexander rose in calm statesmanship, and admitted Bessarabia into the Empire under a proviso which excluded serfage forever.
