When Walter White defeated W. E. B. DuBois in a struggle for leadership, he confirmed the Association's emphasis on striving for an integrated society. The number of white and middle-class black supporters of the N.A.A.C.P. grew, and its treasury prospered. The Association chose to concentrate its efforts on a gradual, relentless attack against segregation through the courts.

Segregation has been abolished in the Armed Forces, in Veterans' Hospitals, in all Federal employment, and throughout the District of Columbia administratively accomplished progress in this field that is unmatched in America's recent history. This pioneering work in civil rights must go on.

So art is no longer the enjoyment of the few, but the help and solace of the many. The scholar who is cultured by books, reflection, travel, by a refined society, consorts with his kind, and more and more removes himself from the sympathies of common life. I know how almost inevitable this is, how almost impossible it is to resist the segregation of classes according to the affinities of taste.

Marriage is no longer what it was, and people are coming to look upon it more sensibly. In order to perpetuate the institution, as it was, segregation, insulation, was the only course. Men segregated their wives, women their husbands, the only logical method of procedure, but it limited the individual. Our mothers and fathers thought it scandalous if husband or wife paid visits alone.

Atlanteans were segregated there; isolated; and for a million years degenerated in that isolation to what they are. But their ancestors, before that segregation began, had better airships than we have; were largely giants, in more respects than the physical, were we are pygmies. Now they are whatever may be their potentialities, whatever they may become actually an inferior reace.

I propose to use whatever authority exists in the office of the President to end segregation in the District of Columbia, including the Federal Government, and any segregation in the Armed Forces. Here in the District of Columbia, serious attention should be given to the proposal to develop and authorize, through legislation, a system to provide an effective voice in local self-government.

From the mountains of the North-West Frontier the general was ordered to Bombay, and in a stubborn struggle with the bubonic plague, which was then at its height, he turned his attention from camps of war to camps of segregation. He left India, leaving behind him golden opinions, just before the outbreak of the great Frontier rising, and was appointed to a brigade at Aldershot.

But with the necessity of driving westward to the railway, the stretches of road passing poorer land had diminished use, and the clusters of households, once closely related, ceased to interchange reactions and services; so a segregation of neighborhoods began, which is increasing with time. A steady shrinkage has drawn in the margins of this communal life.

Then, as regards the segregation from foreigners, it is evident that we need employ little time, for such of the town populations as have maintained a fair state of morality amid the evils of large cities, are not likely to be materially affected by the bad habits and customs of the white races; and as for those who have never led a steady life, it would not much matter with whom they mixed.

Greater than all the other benefits bestowed by modern mechanical marvels is the knowledge of each other which has resulted from intercommunication between nation and nation. The great breeder of discord and the waste of hatred is the idea of segregation.
