Whether it is held, as by the Neoplatonists, that Being and Knowledge are one, that the procedure of the world out of God is a process of self-revelation, and the return of things into God a process of higher and higher intuition, and so the mystic experience an apprehension of the highest rather than a form of worship; or whether it is expressed as by the humble Beguine, Mechthild, "My soul swims in the Being of God as a fish in water, the kernel of the mystic's creed is the same.

But in an instant Halsey was on his feet, regardless of rules of parliamentary procedure. "Give old ramrod the long corps yell!" he shouted. With hardly the pause of a second it came, and never had it sounded sweeter, truer, grander than when some hundred powerful young throats sent forth the refrain: "Rah, rah, ray! Rah, rah, ray! West Point, West Point, Armee Ray, ray, ray! "Prescott!"

But nobody seemed conscious of her presence, except the prosecutor, who wheeled upon her and leveled his accusing finger at her where she sat. There was the bearing of sudden and reckless impulse in his act. He surely had not meditated that bold challenge of one who had passed under his merciless hand, and was now, according to all accepted procedure, beyond his reach and his concern.

How he envies the light-hearted robins, whose house-hunting consists merely in a gay flitting from twig to twig. The anfractuosities of legal procedure having caused us to wonder whether there really were any such place as the home we have just bought, we thought we would go out to Salamis, L. I., and have a look at it.

The county system of Pennsylvania will afford abundant proof of the statements here made: the terms of the officers, who are all elective, do not average more than four years, even including such court-officials as the clerks and prothonotaries, whose duties are in some particulars technical and difficult, requiring an acquaintance with the forms of legal procedure.

The rivalries and competitions which these sectarian divisions promote are the scandal and the curse of Christendom. The sectarian procedure habitually and brazenly sets aside the Golden Rule and pushes partisan interest, with very slight regard for fairness or equity. Churches are all the while doing to other churches what they would not like to have other churches do to them.

Someone below said harshly, "That closes our case, m'luds," and the court rustled all over. Old Lord Stowell in front of me shivered a little, looked at the window, and then said: "Prisoner at the bar, our procedure has it that if you wish to say anything, you may now address the jury. Afterwards, if you had a counsel, he could call and examine your witnesses, if you have any."

I can but think it a great opportunity for Congress to intrust to the highest tribunal in this country, evidently imbued with a strong spirit in favor of a reform of procedure, the power to frame a model code of procedure, which, while preserving all that is valuable and necessary of the rights and remedies at common law and in equity, shall lessen the burden of the poor litigant to a minimum in the expedition and cheapness with which his cause can be fought or defended through Federal courts to final judgment.

During this visit to Venice, which has been referred to as the time in which Russia was brought to a standstill and the ultimate method of procedure in the Orient outlined, Napoleon met the Queen Regent of Etruria.

In my message to the Sixty-eighth Congress I recommended that changes in the procedure then existing be made. Since then the commission by its own action has reformed its rules, giving greater speed and economy in the disposal of its cases and full opportunity for those accused to be heard. These changes are improvements and, if necessary, provision should be made for their permanency.
