Any other course will take from one-half your citizens interest in the State, and hope and ambition to become intelligent producers and tax-payers, and useful and virtuous citizens. Any other course will tie the white citizens of Louisiana to a body of death.

"United we stand" proved to be as true of organizers and investors as it was of producers. The corporation was the common denominator of people with various industrial and financial interests. If it were possible to foresee, with an approach to certainty, what effect a given tariff would have upon the producers and consumers of an article taxed, and, indirectly, upon each member of the community in any way interested in the article, we should then have an exact datum which we do not now possess for reaching a conclusion.

A Government subsidy would work out in the same way. It can not be sound for all of the people to hire some of the people to produce a crop which neither the producers nor the rest of the people want. Price fixing and subsidy will both increase the surplus, instead of diminishing it.

All that we are told about improving and developing the cultivation of tobacco in South Africa, and calling great new areas for wheat cultivation into existence in Australia, depends upon the stimulation of the production of those commodities, through securing to the producers larger opportunities for profit.

It is not merely that in primitive times we suffered from the destruction of the fields we tilled and the houses we built; or that in later times as domestic labourers and producers, though unwaged, we, in taxes and material loss and additional labour, paid as much as our males towards the cost of war; nor is it that in a comparatively insignificant manner, as nurses of the wounded in modern times, or now and again as warrior chieftainesses and leaders in primitive and other societies, we have borne our part; nor is it even because the spirit of resolution in its women, and their willingness to endure, has in all ages again and again largely determined the fate of a race that goes to war, that we demand our controlling right where war is concerned.

As long as we fail to follow their effects to this point, and look only at immediate effects, which act but upon individual men or classes of men as producers, we know nothing more of political economy than the quack does of medicine, when instead of following the effects of a prescription in its action upon the whole system, he satisfies himself with knowing how it affects the palate and the throat.
