It embraced the strategic positions, the falls of the rivers, the places whence ships could sail laden with the products of the industries or return with the raw materials necessary to their operation; it included the old commercial towns where the surplus capital of the East had been collected and where now gathered the populations which composed the districts whose spokesmen exerted the real strength of the North in the National Congress.

The down-trodden populations passively accepted new masters, while the numerous heretics actually welcomed the overthrow of persecuting co-religionists whom they hated far worse than their alien conquerors. In a short time most of the subject peoples accepted the new faith, so refreshingly simple compared with their own degenerate cults.

Life is still very parochial; the great cosmopolitans, the fishes, have not yet arrived. As the land is revelled, the arms of the sea approach each other, and at last mingle their waters and their populations, with stimulating effect. But very soon the tables were turned: the Whigs became the high-tariff party, the Democrats more and more opposing this policy in favor of a low or a revenue tariff.
