According to the principle that vast tracts: of the earth's surface, with the human beings feeding upon: them, were transferable in fee-simple from one man or woman to another by marriage, inheritance, or gift, a heterogeneous collection of kingdoms, principalities, provinces, and: wildernesses had been consolidated, without geographical continuity, into an artificial union the populations differing from each other as much as human beings can differ, in race, language, institutions, and historical traditions, and resembling each other in little, save in being the property alike of the same fortunate individual.

It is also obviously still a great pleasure to a very large proportion of our male populations as, indeed, the fact of its being the fulfilment of a deep instinct would lead us to expect. It does not follow, however, from these remarks that we expect war in its crudest form to continue for ever. There will come a term to this phase of evolution.

This feeble civilization then received a more cruel shock than that which had been dealt it by the storming columns of the conquistadors. The horse transformed the Utes, Apaches, Comanches, and Navajos from snapping-turtles into condors. Thenceforward, instead of crawling in slow and feeble bands to tease the dense populations of the pueblos, they could come like a tornado, and come in a swarm.

Attacked in their strongholds on Mount Olympus and Mount Magaba, 189 B.C., the three Gallic bands, after a short but stout resistance, were conquered and subjugated; and thenceforth losing all national importance, they amalgamated little by little with the Asiatic populations around them. From time to time they are still seen to reappear with their primitive manners and passions.

But the old towns, on account of the great prevalence of piracy, were built away from the sea, whether on the islands or the continent, and still remain in their old sites. For the pirates used to plunder one another, and indeed all coast populations, whether seafaring or not. The islanders, too, were great pirates.

Some of the invaded populations were so simple as to suppose that these invasions were undertaken in their interest. They were not long in discovering that all military operations were accompanied by crushing taxes and the pillage of churches, public treasuries, &c. The final consequence of this policy of conquest was the formation of a new coalition against France, which lasted until 1801.

During generations upon generations the majority of European agricultural populations live upon vegetable food, like the majority of Eastern Asiatics, and with the same result. Hard labour produces hard muscles, but vegetable food yields a low vital tension, so to say. Soldiers know it well enough.

The efforts made by the socialists to assemble in great congresses the representatives of the working-class populations of different countries, have always ended in the most pronounced discord. A Latin crowd, however revolutionary or however conservative it be supposed, will invariably appeal to the intervention of the State to realise its demands.

The colonies, as my brother observes, were a collection of states varying from youthful nations like Canada down to a small settlement of Germans on the rock of Heligoland; their populations differed in race, laws, religion, and languages; the authority of the Crown varied from absolute power over an infant settlement to supremacy over communities in some essential respects independent.

We have made it entirely clear that the United Nations seek no mass reprisals against the populations of Germany or Italy or Japan. But the ring leaders and their brutal henchmen must be named, and apprehended, and tried in accordance with the judicial processes of criminal law. There are now millions of Americans in army camps, in naval stations, in factories and in shipyards.
