This puts appreciation into the category of recreation. Appreciation then always involves the pleasure tone, otherwise it could not be enjoyed. It is always impersonal. It takes the individual outside and beyond his own affairs; it is an other-regarding feeling. Possession, achievement, and the like do not arouse appreciation, but rather an egoistical emotion.

The other-regarding sentiments had not been cultivated in Lily, and she was often bored by the relation of her friend's philanthropic efforts, but today her quick dramatizing fancy seized on the contrast between her own situation and that represented by some of Gerty's "cases." These were young girls, like herself; some perhaps pretty, some not without a trace of her finer sensibilities.

If it be asked wherein lies the essential difference between a G. P. and a friendship I think answer has been given in the words: "Friendship is an other-regarding emotion and proves itself to be an uplifting force, while a G. P. is self-regarding, and consequently generally is socially exclusive and therefore harmful." A G. P. generally involves a desire to have somebody else all to yourself.

It appears, then, that the true distinction is not between self-regarding and other-regarding actions, but between coercive and non-coercive actions. The function of State coercion is to override individual coercion, and, of course, coercion exercised by any association of individuals within the State.

We have already declined to solve the problem by applying Mill's distinction between self-regarding and other-regarding actions, first because there are no actions which may not directly or indirectly affect others, secondly because even if there were they would not cease to be matter of concern to others.

At first indeed the unit struggles to live, for life is the condition of propagation; but the root of this instinct is altruistic; it is the whole asserting itself in the part; and all "self-regarding" instincts are to be likewise explained as subordinate to the "other-regarding" instincts. As soon as this sub-ordination is ignored in practice, regress takes the place of progress.
