On the other hand, the authorities protested against expending the funds granted each year for German educational institutions on the education of non-Germans, and the Akademischer Club of Berlin passed resolutions demanding a regulation against their admission.

To-day, when Russia has collapsed, the liberation of the non-Germans of Central Europe can alone save Europe from the hegemony of the German Herrenvolk. The understanding between the Poles and Czechs is of vital interest to both peoples concerned, and to Europe as a whole.

In the kingdoms and provinces represented in the Reichsrath in Vienna there are nearly 10,000,000 Germans and 18,500,000 non-Germans. Of these nearly 17,500,000 are Slavs. Among these Slavs, the Croats and Serbs number 780,000, chiefly in Dalmatia, while there are in all 660,000 Orthodox and nearly 3,500,000 Greek Uniats.

There is railway communication, but not direct; you have to get on the main line at the junction of Klein Köpisch in Hungarian, Kis Kapus and hence to Kronstadt, called Brasso by the non-Germans. This confusion of names is very difficult for a foreigner when consulting the railway tables. I have often seen the names of stations put up in three languages. Herrmannstadt is Nagy Szeben.

And this is as true when their intellectual attitude is realistic as when it is idealistic. In the Germany of the past, the Germany of small States, to which all non-Germans look back with such sympathy and such regret, their thinkers and poets were inspired by grandiose intellectual abstractions.

Vienna and Budapest did not hesitate to use forged documents manufactured by their own embassy against the Yugoslavs, and in this policy of deceit Vienna and Budapest have persisted during this war. To this deceit they have now added revengeful spitefulness and cruelty truly barbarian against the non-Germans and non-Magyars.

From the very beginning of their political activity Czech politicians resisted the Pan-German scheme of Central Europe. They preached the necessity of the realisation of liberty and equality for all nations, and of a federation of the non-Germans of Central Europe as a barrier against German expansion.
