We will understand why it was that our countrymen in Ulster and our countrymen in the rest of Ireland, who have denounced each other so vehemently, should at last appear to have exchanged characteristics: why in the North, having passionately protested against physical force movements, no-rent manifestos, and contempt for Imperial Parliament, they should have come themselves at last to organize a physical force movement, should threaten to pay no taxes, and should refuse obedience to an Act of Parliament.

Forster knew what he was about when he proclaimed the Land League in October 1881, six months or more after he had arrested and locked up Mr. Davitt in Portland prison. This was shown by the foolish No-Rent manifesto which Mr. Parnell and his associates issued from Kilmainham shortly after their incarceration, and without the counsel or consent at that time of Mr.

To-morrow a trusty steed will bear me to the spot. Relying on a carefully-considered, carefully-studied Nationalist appearance, an anti-landlord look, and a decided No-Rent expression in my left eye, I feel that I could ride through the most dangerous districts with perfect impunity. "Base is the slave that pays," says Ancient Pistol. That is my present motto.

Tilak took his "No-rent" campaign in the Deccan from Ireland, and the Bengalees were taught to believe in the power of the boycott by illustrations taken from contemporary Irish history.

These were the last, and the company was going out of business, so if any one wished to take advantage of this wonderful no-rent plan, he would have to be very quick. As a matter of fact there was just a little uncertainty as to whether there was a single house left; for the agent had taken so many people to see them, and for all he knew the company might have parted with the last.

Logan might have shown from these figures that during the No-Rent Campaign the landlords were enjoying an untold period of prosperity, for his chosen year, 1891, shows a decrease as compared with any one of the seven years above-mentioned. The truth is that the figures prove nothing in support of Mr. Logan's case, which is based on fallacy and suppression of material facts.

When it is left to the payer of the rent to decide on which system he will act, it is probable that the no-rent theory will prevail. So it was in 1882. Tenants were harassed by needy landlords, and when they were served with forms of ejectment the landlords were simply murdered, either in their own persons or in that of their servants.

The landlords always knew which was which, and would issue ejectment processes against those able to pay, but what could be done against a whole county of No-rent folks? And never have these people been without aid and sympathy from English politicians. We have had them in Ireland by the dozen, going round the farmers and encouraging them to persevere.

In private and in public, through his speeches and through his newspapers, he worked upon the prejudices and passions of both the educated and the uneducated, and especially upon the crude enthusiasm of the young. Towards the end of 1896 the Deccan was threatened with famine. Hungry stomachs are prompt to violence, and Tilak started a "no-rent" campaign.

Parnell in Kilmainham, the disavowal, under pressure, of the no-rent manifesto by Archbishop Croke, and the suppression of the Land League. In sequestrating Mr. Davitt, Mr. Forster, as was shown by the extraordinary scenes which in the House of Commons followed his arrest, had struck at the core of the revolution, and had the Irish Secretary not been deserted by Mr.
