In a military point of view both armies of the Romans, the Marsian as well as the Campanian, had been weakened and discouraged by severe defeats; the northern army had been compelled especially to attend to the protection of the capital, the southern army at Neapolis had been seriously threatened in its communications, as the insurgents could without much difficulty break forth from the Marsian or Samnite territory and establish themselves between Rome and Naples; for which reason it was found necessary to draw at least a chain of posts from Cumae to Rome.

'I cannot, replied Basil, 'for I dare not leave Veranilda without protection, after what you have told me. 'Why, then, Venantius must come hither. Whilst the friends were thus conversing a courier rode forth from Surrentum towards Neapolis. He bore a letter whereof the contents were these: 'To the holy and reverend deacon Leander, Petronilla's humble salutation.

It was possible moreover, that Cumae might be the place to which the captives had been conveyed, for Chorsoman had left the fortress yesterday to come hither by way of Neapolis, his reason for the expedition being news of Veranilda's approaching marriage, brought to him by a fisherman who said he had been paid by a person unknown.

Neapolis or Parthenope was the beautiful Greek name of the city of Naples, testifying to its Hellenic origin; and Dicæarchia was the older Greek name of Puteoli, a name used to a late period in preference to its Latin name, derived from the numerous mineral springs in the neighbourhood.

Heracleia and Neapolis hesitated to accept it, the latter having special privileges, such as exemption from service by land, which it valued above the franchise. All Italy and all Latin colonies in Cisalpine Gaul, together with all allied communities in Cisalpine Gaul south of the Po, received the franchise. All the other Cisalpine towns north of the Po received the Jus Latii.

Thereafter, when the Greek cities of southern Italy, Neapolis leading the way in 428, were admitted to the clientship of Rome, the war-vessels, which each of these cities bound itself to furnish as a war contribution under the alliance to the Romans, formed at least a renewed nucleus for a Roman fleet.

One more example, from the neighbourhood of Herculaneum, may complete the list of Italian street-plans. Naples, the Greek and Roman Neapolis, was a Greek city, the most prosperous of the Greek towns in Campania. After 90 B.C. it appears to have become a Roman 'municipium'. But it retained much of its Greek civilization.

The Romans immediately declared war nominally against the Neapolitans, really against the Samnites , and began the siege of Neapolis.

"Everything is in preparation, but nothing is ready. Alexandria, Athens, Antioch, and Neapolis are to be the centres of the outbreak. The great Libanius is not a man of action, and even he approves of our scheme. No less a man than Florentin has undertaken to recruit for our cause among the heathen officers in the army.

Lastly, the claim of Rome to extend her protecting arm over all the Hellenes was by no means an empty phrase: the citizens of Neapolis, Rhegium, Massilia, and Emporiae could testify that that protection was meant in earnest, and there is no question at all that at this time the Romans stood in a closer relation to the Greeks than any other nation one little more remote than that of the Hellenized Macedonians.
