First, the attempt to hew out a national policy in the development of the progressive forces at work for better understanding in industry under such conditions as would maintain self-government in industry itself; or, secondly, to adopt some of the current plans of industrial courts, involving summary decision with jail for refusal to accept, such as that initiated in the State of Kansas; or, thirdly, the nationalization at least of the services upon which the very life of the community depends; fourthly, to do nothing.

I did not then know that this was due to the nationalization of trade and a sort of general stock-taking, the object of which was to prevent profiteering in manufactured goods, etc., of which there were not enough to go round. The Bolsheviki at this period had as their program the following: The Soviets of Workers, Soldiers, and Peasants to constitute themselves into the actual revolutionary government and establish the dictatorship of the proletariat; immediate confiscation of landed estates without compensation, the seizure to be done by the peasants themselves, without waiting for legal forms or processes, the peasants to organize into Soviets; measures for the control of production and distribution by the revolutionary government, nationalization of monopolies, repudiation of the national debt; the workers to take possession of factories and operate them in co-operation with the technical staffs; refusal by the Soviets to recognize any treaties made by the governments either of the Czar or the bourgeoisie, and the immediate publication of all such treaties; the workers to propose at once and publicly an immediate truce and negotiations of peace, these to be carried on by the proletariat and not by and with the bourgeoisie; bourgeois war debts to be paid exclusively by the capitalists.
