I may add that this end has not been obtained simply by the establishment of the reserves and by the passing of game-laws, but by enforcing those laws in the most rigid manner and by appointing the right men to enforce them. From personal experience I know what the game reserves have done for East Africa.

But in these attempts they were liable to surprises from the enemy; papa and mamma were both on the alert, and often intercepted the young deserter by a cross march or an ambuscade; in which cases each had a separate policy for enforcing obedience.

Next year Pope Stephen III., driven to extremity, applied to Pepin for assistance against the Lombards. It was during these transactions that he fell upon the device of enforcing his demand by a letter which he feigned had been written by St. Peter to the Franks.

In manufacturing, mining, and many wholesale trades, employers' associations have held annual or more frequent meetings at which agreements have been made as to prices, amount of production, terms of sale, length of credit, and other such matters. In some cases formal combinations have been made of all the operators in one trade, with provisions for enforcing trade agreements.

Each body of men was commanded by a tried and veteran warrior, in whose fidelity Alaric could place the most implicit trust, and to whom he committed the duty of enforcing the strictest military discipline that had ever prevailed among the Gothic ranks. Before each of the twelve principal gates a separate encampment was raised.

And always there came with them a letter from the company at home to the old men of the colony reminding them that these young women did not come to be servants. "We pray you therefore to be fathers to them in their business, not enforcing them to marry against their wills, neither send them to be servants," they wrote.

For they showed us where we stood and what was the matter with us. We believed in Waring when he demonstrated the success of his plan for cleaning the streets; not before. When Roosevelt announced his programme, of enforcing the excise law because it was law, a howl arose that would have frightened a less resolute man from his purpose. But he went right on doing the duty he was sworn to do.

But if we direct others at all, it must be as a signpost, pointing to a parting of roads and making the choice clear, and not as a policeman enforcing the majesty of our self-invented laws.

A mother who is from time to time, during the week, fretful and impatient, evincing no sincere and hearty consideration for the feelings, still less for the substantial welfare and happiness, of those dependent upon her; who shows her insubmission to the will of God, by complaints and repinings at any thing untoward that befalls her; and who evinces a selfish love for her own gratification her dresses, her personal pleasures, and her fashionable standing; and then, as a means of securing the salvation of her children, is very strict, when Sunday comes, in enforcing upon them the study of their Sunday lessons, or in requiring them to read good books, or in repressing on that day any undue exuberance of their spirits relying upon the blessing of God upon her endeavors will be very apt to find, in the end, that she has been watering her delicate flowers with sand.

It is, of course, notorious that the distance which separated the colonies from the motherland prevented the enforcing of many laws, whether good or bad, and that the Spanish-American local expression "The law is obeyed but not carried out" was common to nearly every district. At the same time, the mischief caused by decrees such as these may readily be imagined.
