This will be the result of it; when the independence of the Colonies shall be entire and recognized by the English themselves, a total revolution will follow in the political and commercial relations between Europe and America; and I firmly believe that every other mother-country will be forced to abandon all empire over her Colonies, and to leave an entire freedom of commerce with all nations, to content herself with partaking with others in the advantages of a free trade, and with preserving the old ties of friendship and fraternity with her former colonists.

The colonies are popularly regarded in England as the predestined dumping-ground for all the fools and failures of the mother-country. So Eustace settled down in lodgings in London, not far from the Trevennacks, and spent more of his time, it must be confessed, in going round to see Cleer than in perfecting himself in the knowledge of his chosen art.

Strange to say, the great bulk of the present reform party is composed of the descendants of these U.E. Loyalists, while many of our most ultra tories are the descendants of republican settlers from the United States. As may be supposed, thirty years of increasing emigration from the mother-country has greatly strengthened the reform party, and they now considerably out-number the conservatives.

Did he not say, when asked what steps had been taken there in consequence of the resolution of the House in 1797, "that the act of the legislature, entitled an act for the encouragement, protection, and better government of slaves, appeared to him to have been considered, from the day it was passed until this hour, as a political measure to avert the interference of the mother-country in the management of the slaves."

As the political existence of the United States commenced at a period when civilisation had made great progress in the mother-country, their subsequent improvement would, for various reasons, be much more rapid than that of the country from which they originally emigrated.

But tell me, is it less noble to help a suffering people cruelly oppressed by wicked men who have succeeded by crimes and treachery and foreign aid in climbing into power? Will you tell me that no Englishman has drawn a sword in a cause like that? Oh, friend, is not my mother-country more beautiful and worthy to be helped than any woman?

The only difference is in the means. In the former, the Colonies were permitted to have a free trade with all countries south of Cape Finisterre, a cape in the northern part of Spain; while north of that, the trade of the Colonies was prohibited, except through the mother-country, by means of her commercial regulations.

Thus we find both these marked and responsible functionaries dependent on the advice and guidance of another; and that other person must of course be one of the permanent members of the office.... That mother-country which has been narrowed from the British Isles into the Parliament, from the Parliament into the executive government, from the executive government into the Colonial Office, is not to be sought in the apartments of the Secretary of State, or his Parliamentary Under-Secretary.

And this legislature had to be induced to pass measures for the benefit of those very blacks of whose enforced service they had been deprived, and whose paid labour they found it difficult to obtain. Add to this that, in Jamaica, a long period of contention with the mother-country had left a feeling of bitter resentment for the past, and sullen despondency as regards the future.

The central idea of the old colonial system was destroyed by the disciples of Adam Smith; and there no longer remained any apparent reason why the mother-country should desire to control the fiscal policy of the colonies.
