General Robles did, as a matter of fact, handle the Morelos rebels far more ruthlessly than Huerta, leading to his own subsequent recall on charges of excessive cruelty. Meanwhile the Orozco rebellion had arisen in the north, and became so threatening that General Gonzalez Salas, Madero's War Minister, felt called upon to resign his portfolio to take the field against Orozco.

After Mexico, led by the patriots Hidalgo and Morelos, had thrown off the Spanish yoke, it became for forty years the scene of a series of struggles between contending factions which reduced the country to a state of anarchy. Once rid of their Spanish viceroys, the Mexicans found themselves little better off than they had been under their rule.

The country was then at peace, except for the band of robbers led by Zapata in the provinces of Morelos and Guerrero. These are and have been the most atrocious of the many bandits with which Mexico is infested. No outrage or barbarity known to savages have they left untried. Madero attempted to buy them off, but to no avail.

Before this campaign I was in Cuernavaca, in the State of Morelos, during the time when General Huerta had his headquarters there in his campaign against Zapata's bandit hordes in that State after the fall of General Diaz's government.

This tale seemed to be doubted, for the wife of the butcher gave it as her opinion that the Señora Guayos was too rusty of complexion to be pleasing, and the Señor Morelos was so faultless in his appearance and his taste; the club steward's unmarried sister declared the señora's manners to be rustic and her voice loud; the woman in the carpenter's family would lend no ear to such a scandal because the subject of it was dumpy, shapeless, and dressed absurdly, even for the wife of a stonemason.

At Morelos a number of houses were swept away and about 1000 acres of choice farming land was rendered worthless. Then Morelos and Oaxaca colonists in the Batepito Valley, nine miles north of Morelos, founded Colonia San Jose, with new canals, in addition to those of the Babispe.

War came to the western colonies in November, 1911, on the arrival of a band of seventy men under Isidro Escobosa, repulsed at El Tigre and fleeing to Morelos, followed by federal cavalry, who are reported to have been at least as destructive as the bandits. Thereafter was continuous grief for the colonists.

At the time when General Huerta made this private complaint, however, it was a notorious fact that his successor in Morelos, General Robles, had received public instructions from Madero to deal more severely with the Morelos rebels.

Sleeping? There was one who had no rest that night. An upper window of the house of Morelos looked out upon a court in which two palm trees grew. They had been tall and flourishing. One might see them from the court-room. But for a year they had been shedding their leaflets and turning sere.
