Congress, by abolishing slavery in the District, would do no such thing. It would merely change the condition of that which has been recognised as a qualified property by congressional acts, though previously declared "persons" by the constitution. More than this is done continually by Congress and every other Legislature.

If socialism were established, it would begin by being elective, and as every elective system lives and breathes and has its being in the party system, the dominant party would elect the legislature, consequently it would constitute the Government and would extort from that Government, simply because it has the power to extort it, every conceivable form of privilege.

"The expectation," says Marshall, "might not unreasonably be entertained, that the passions belonging to the subject would be so inflamed by debate as to produce the expression of a public sentiment favorable to their wishes; and if in this they should be disappointed, it would be certainly unwise, either as a party or as a branch of the legislature, to plunge the nation into embarrassments in which it was not disposed to entangle itself, and from which the manner of extricating it could not be distinctly perceived."

Objects of deep importance to the welfare of the Union are constantly recurring to demand the attention of the Federal Legislature, and they call with accumulated interest at the first meeting of the two Houses after their periodical renovation.

"This city, of course. What do you know about him?" "Well," I answered, when I had recovered a little from the shock for it was a distinct shock "he lived in Elkington. He was the man who stirred up the trouble in the legislature about Bill 709." The Judge slapped his knee. "That fellow!" he exclaimed, and ruminated. "Why didn't somebody tell me?" he added, complainingly.

Every community guilty of lynching says in so many words to the governor, to the legislature, to the sheriff, to the jury, and to the judge: "We have no faith in you and no respect for you. We have no respect for the law which we helped to make."

The expenses of his reception in Massachusetts, and of the entertainment of his suite were paid by an appropriation from the public treasury. He was given a public reception by the Governor of the State, and a like reception was given to him by each House of the Legislature in suspended session.

The legislature of Georgia being still desirous that a treaty should be held for further extinguishment of the Indian title to lands within that State, and to obtain an indemnity to the citizens of that State for property of considerable value, which has been taken from them by the Cherokee Indians, I submit the subject to the consideration of Congress, that a further sum, which, in addition to the balance of the former appropriation, will be adequate to the expenses attending a treaty with them, may be appropriated should Congress deem it expedient.

She had also one or more specific provisions in her constitution incompatible with slavery, to wit: "That the common law of England shall remain in force, until altered by a future law of the legislature; such parts only as are repugnant to the rights and privileges contained in this charter."

It incapacitates any man to sit in the legislature of a State who shall not first have taken his solemn oath to support the Constitution of the United States. From the obligation of this oath no State power can discharge him. All the members of all the State legislatures are as religiously bound to support the Constitution of the United States as they are to support their own State constitution.
