Undoubtedly the highest function of statesmanship is by degrees to accommodate the conduct of communities to ethical laws, and to subordinate the conflicting self-interests of the day to higher and more permanent concerns. But it is on the understanding, and not on the sentiment, of a nation that all safe legislation must be based.

The session lasted only until July 1st, being merely held for the purpose of disposing of the necessary business. James A. Harding was elected speaker of the House, and the legislation was confined to the passage of the supply bills, and matters that were urgent.

As far back as 1872 the Labor Reformers had condemned the "capitalists" for importing Chinese laborers; in the same year the Republicans and Democrats had opposed further grants of public land to corporations and monopolies referring in the main to the railroads; in 1880 the Greenbackers and in 1884 the Anti-Monopolists, the Prohibitionists and the Democrats had denounced the corporations and called for government action to prevent or control them; and in 1888 the Union Labor party, the Prohibitionists and the Republicans had urged legislation for doing away with or regulating trusts and monopolies.

He now saw that Ireland was as well represented as England or Scotland; that political offices were held in fair proportion by Irishmen; and that the Irish members engrossed much more than a fair share of the national time in debate and projects of legislation.

The essence of things is not altered by their external relations, and that which, abstracting from these, alone constitutes the absolute worth of man, is also that by which he must be judged, whoever the judge may be, and even by the Supreme Being. Morality, then, is the relation of actions to the relation of actions will, that is, to the autonomy of potential universal legislation by its maxims.

Having in view these facts, I recommend that the Congress direct the Secretary of the Navy, the Postmaster-General, and the Secretary of Commerce and Labor, associated with such a representation from the Senate and House of Representatives as the Congress in its wisdom may designate, to serve as a commission for the purpose of investigating and reporting to the Congress at its next session what legislation is desirable or necessary for the development of the American merchant marine and American commerce, and incidentally of a national ocean mail service of adequate auxiliary naval crusiers and naval reserves.

It may be added that these observations apply even more forcibly, to the rules of the Senate. The privilege of unrestricted debate was not originally granted by those rules but was introduced as a means of strengthening the power of sectional resistance to obnoxious legislation.

In September Miss Larch-Miller, assisted by Miss Marjorie Shuler, sent by the National Association, asked the legislators to sign a pledge that they would attend a special session, serve without pay, consider no other legislation and vote for ratification. Pledges were signed by a majority of both Houses and presented to the Governor who made no answer.

He discouraged commerce, not because it was in itself demoralizing, but because it brought the Jews too much in contact with corrupt nations. And he closely defined political power, and divided it among different magistrates, instituting a wise balance which would do credit to modern legislation.

Under the old Colonial system which preceded it, the Governor not only controlled the executive government, whose members were simply his official subordinates, but also controlled legislation through a nominated Upper Chamber or Legislative Council.
