Zutphen, or South- Fen, an antique town of wealth and elegance, was the capital of the old Landgraves of Zutphen. The titles of Landgraves and Cassiques will not compensate for the loss of such time and labour, especially when they come only joined with large tracts of land which, for want of hands, must lie uncultivated. The money arising from quitrents and the sale of lands was inconsiderable, hard to be collected, and by no means adequate to the support of government.
