In the concluding chapters I shall offer a few remarks on the recent modifications of the Lamarckian theory of progressive development and transmutation, which are suggested by Mr. Darwin's work on the "Origin of Species by Variation and Natural Selection," and the bearing of this hypothesis on the different races of mankind and their connection with other parts of the animal kingdom.

The Lamarckian explanation encounters one grave difficulty which is not met by the second one, in so far as it demands some method by which a bodily change may be introduced into the stream of inheritance. So far, this difficulty has not been overcome, and the present verdict of science is that the transmission of characters acquired as the result of other than congenital factors is not proved.

If the Western Powers had selected their allies in the Lamarckian manner intelligently, purposely, and vitally, ad majorem Dei gloriam, as what Nietzsche called good Europeans, there would have been a League of Nations and no war.

But may there not be other factors, as yet unrecognized, that supplement the Lamarckian and Darwinian principles in bringing about this marvellous evolution of beings? That, it would seem, is the most vital question that the philosophical zoology of our generation must hand on to the twentieth century. For today not even Professor Haeckel himself can give it answer.

It may be added that the same objection is equally valid whether we apply it to the utility of such a character or to the supposition that the character has been caused by external conditions; in other words, whether we attempt to explain the facts by selection or by the Lamarckian principle.

This is all that is necessary for my case, and I do not find that Professor Weismann, after all, disputes it. But here, again, comes the difficulty of saying what Professor Weismann does, and what he does not, dispute. One moment he gives all that is wanted for the Lamarckian contention, the next he denies common-sense the bare necessaries of life.

I do not know of any proposition that has been put before us with the intention of explaining the phenomena of organic nature, which has in its favour a thousandth part of the evidence which may be adduced in favour of Mr. Darwin's views. Whatever may be the objections to his views, certainly all others are absolutely out of court. Take the Lamarckian hypothesis, for example.

But as this, though British, is uncivil, it is wiser to offer him the counter-assurance that you are the product of Lamarckian evolution, formerly called Functional Adaptation and now Creative Evolution, and challenge him to disprove that, which he can no more do than you can disprove Circumstantial Selection, both forces being conceivably able to produce anything if you only give them rope enough.

Since Lamarck's time, almost all competent naturalists have left speculations on the origin of species to such dreamers as the author of the 'Vestiges', by whose well-intentioned efforts the Lamarckian theory received its final condemnation in the minds of all sound thinkers.

The evolution of it can only be explained either on the theory of mutation or some Lamarckian hypothesis. The process of dislocation of the testis does not conform to the conception of mutation, nor agree with other cases of that phenomenon. A mutation is a change of structure affecting more or less the whole soma, but showing itself especially in some particular organ or structure.
