According to the Report of the Inter-Departmental Committee on the Medical Inspection and Feeding of School Children, published in November 1905, out of 328 local education authorities, 48 had established a more or less definitely organised system of medical examination, whilst in eighteen other districts teachers and sanitary officers had undertaken organised work for the amelioration of the physical condition of children attending Public Elementary Schools.

Inter-departmental competition is still complained of in the latest report of the National Committee on Expenditure, and there seems to be still very little evidence that the Government Departments have yet possessed themselves of the simple fact that it is only out of these resources that victory can be secured, and that any waste of them is therefore a crime against the cause of liberty and progress.

After the end of the war an Inter-Departmental Committee was set up and in its report to the Postmaster General dated April 1919 it stated: "We are of the opinion that the number of stations existing in July 1914 was excessive from the point of view of government control in case of emergency and the necessity of preventing interference with government and commercial working; further there was no justification for it from the point of view of the encouragement of research or development of industry".

The traditional rivalry between classes in the University existed from the first and many were the lessons taught the upstanding freshmen, with natural retaliations on the sophomores. To this was added a natural inter-departmental rivalry which came with the establishment of the professional schools.

Correspondence formed but a small part in his method of dealing with departments. He believed in the value of viva voce discussion, and discouraged all unnecessary inter-departmental correspondence. In this he was right I am sure. The daily conferences were cheerful and pleasant, for he had the delightful faculty of "mixing business with pleasure and wisdom with mirth."

This inter-departmental rivalry, which was most intense about 1900, naturally led to many escapades. One picturesque incident resulted when 1900 ran a flag bearing the class numerals to the top of the University flag-pole, and left it to sweep the skies with the halyards cut.
