Though not a Christian himself, nor making any professions of advocating Christianity, yet Mr. Fukuzawa has come out strongly in favor of monogamy. His description of the existing social and family life is striking, not to say sickening.

In January of 1898 the Jiji Shimpo, one of the leading daily papers of Tokyo, had a series of articles on the subject from the pen of one of the most illustrious educators of New Japan, Mr. Fukuzawa. His school, the "Keio Gijiku," has educated more thousands of young men than any other, notwithstanding the fact that it is a private institution.

Fukuzawa, a schoolmaster, an author, and a lecturer, the man who exercised an immense influence in shaping the mind of young Japan, gave a deathblow to the old ideas of despotic government, and of the blind obedience of the people, when he declared that government exists for the people and not the people for the government, that the government officials are the servants of the people, and the people their employer.

In a letter to one of his disciples, Mr. Fukuzawa said: "The liberty of which I have spoken is of such great importance that everything should be done to secure its blessings in the family and in the nation, without any respect to persons.

It is interesting to note in this connection that some of those who defend the practice of concubinage appeal to the example of the Old Testament, saying that what was good enough for the race that gave to Christians the greater part of their Bible is good enough for the Japanese. Of the latter class is Mr. Fukuzawa, one of Japan's leaders of public opinion.

Fukuzawa says that the first step in the reform of the family and the establishment of monogamy is to develop public sentiment against prostitution and plural or illegal marriage; and the way to do this is first to make evil practices secret. This, he says, is more important than to give women a higher education.

Modern Japan is there to furnish an example. The Japanese are, it is true, commonly said to be an irreligious people. They say so themselves. Writes one of them, the celebrated Fukuzawa, teacher and type of the modern educated Japanese man: "I lack a religious nature, and have never believed in any religion." A score of like pronouncements might be quoted from other leading men.
