Primarily, in the early days of the Man-on-Horseback, the self-elected and predatory lords of creation evolved the private game preserve as a scheme for preventing other fellows from shooting, and for keeping the game sacred to slaughter by themselves. The idea of conserving the game was a fourth-rate consideration, the first being the estoppel of the other man.

It enabled the kingdom to hold its ground firmly during the continental wars; and but for it, and the industries which it has established, England would probably by this time have sunk to the condition of a third or fourth-rate power. It is true, the great manufacturers have become wealthy.

It was now needful to send for a cabinet maker, and submit our sofa and chairs to his handy workmanship. He quickly discovered other imperfections, and gave us the consoling information that our fine furniture was little above fourth-rate in quality, and dear at any price. A ten dollar bill was required to pay the damage they had already sustained, even under our careful hands.

It is both insincere and untrue: insincere because it merely masks the egotistic doctrine that he is potentially a hero to everyone else, and untrue because a valet, being a fourth-rate man himself, is likely to be the last person in the world to penetrate his master's charlatanry.

"Yes, I do," said Hennessey, leaning forward and gazing into Malkiel's long and excited face round which the heavy mat of pomaded hair vibrated. "It was this, sir to mix with no prophets so long as we both should live. Prophets, she truly said, are low-class, even dirty, persons. Their parties, their 'at homes' are shoddy. They live in fourth-rate neighbourhoods.

Now, scarcely twenty years after the war, we seem to have forgotten the lessons it taught, and are going on as if in the greatest security, without the power to resist an invasion by the fleets of fourth-rate European powers for a time until we could prepare for them. We should have a good navy, and our sea-coast defences should be put in the finest possible condition.

The afternoon was already deepening into evening, and the titanic shadows of the poplars lengthened over a third of the landscape. "Are you a first-class criminal?" asked Fisher, in a friendly tone. "I'm afraid I'm not. But I think I can manage to be a sort of fourth-rate burglar."

It is only fair to mention as a tribute to the laudable desire of the people to see good works of art, that no parts of the International Exhibitions were so well attended as the Art Galleries, and that although the pictures shown there were for the most part quite third not to say fourth-rate. The press is very energetic in fostering taste, but I don't think it is natural to the people.

This practice is fairly general on the Continent, although it is never resorted to by the British, who are less acquainted with the organization of Continental armies than is the case with even third or fourth-rate States. The headquarters of the Dutch Engineers are at Utrecht, of the Artillery at Zwolle, of the Infantry at The Hague, and of the Cavalry at Breda.
