In defectives with definitely, organically damaged brains, no result of course was to be expected. In those of any class over fifteen, no response has been elicited by feeding pineal gland. In the others the results have been contradictory. A set of observations have related the pineal to muscle function, inviting comparison of it with the thymus.

For years I have been drumming this fact into the ears of the public, and at length the authorities acknowledged it, for in 1907 the Home Office Inspector issued a report on inebriate reformatories, and gave the following account of those who had been in such institutions: 2,277 had been treated in reformatories; of these he says 51 were insane and sent to lunatic asylums, 315 others were pronounced defectives or imbeciles.

V. A class of dependents, defectives and delinquents, supported by society but contributing little or nothing to its maintenance or its advancement. Every civilization has maintained a greater or lesser degree of mobility between the classes. While unknowingly laying the foundations of tyrannies and providing the human tinder for racial conflagrations, woman was also unknowingly creating slums, filling asylums with insane, and institutions with other defectives. She was replenishing the ranks of the prostitutes, furnishing grist for the criminal courts and inmates for prisons.

These defects have been remedied, not entirely, but sufficiently to justify the efficiency of athletics as a fact in the production of self-control; and instances can be cited of complete subordination of will to the controlling powers. Group III. The Stupids. The members of this group are not far above the standard of feeble-minded boys. They are what might be termed "all-round defectives."

If the wards of these institutions, barring the victims of accidents, are the best we can do in the way of coming upon a solution of the problem of life, neither society nor the school has any special warrant for exultation. These defectives did not just happen. The law of life is neither fortuitous nor capricious. On the contrary, like begets like, and the law is immutable.

It was with this knowledge that the managers introduced manual training into the Reformatory. It needed the greatest skill on the part of the managers to adopt the various Sloyd exercises to the requirements of the different defectives, but each year has given additional proof of their success, and its inclusion in the reformatory system was amply justified.

He can indeed be sent to the Home for Defectives. That way lies perhaps the solution of our Social Problem. The pessimist may cry out at the size of the Homes that his fears portend.
