With respect to their public assemblies, in having them open to all, but in fining the rich only, or others very little, for not attending; with respect to offices, in permitting the poor to swear off, but not granting this indulgence to those who are within the census; with respect to their courts of justice, in fining the rich for non-attendance, but the poor not at all, or those a great deal, and these very little, as was done by the laws of Charondas.

And the authority that Numa gave to his laws, under the title of the patronage of this goddess, Zoroaster, legislator of the Bactrians and Persians, gave to his under the name of the God Oromazis: Trismegistus, legislator of the Egyptians, under that of Mercury; Xamolxis, legislator of the Scythians, under that of Vesta; Charondas, legislator of the Chalcidians, under that of Saturn; Minos, legislator of the Candiots, under that of Jupiter; Lycurgus, legislator of the Lacedaemonians, under that of Apollo; and Draco and Solon, legislators of the Athenians, under that of Minerva.

As for those of the fourth, which consisted of mechanics, they were incapable of any office. Zaleucus was the legislator of the Western Locrians, as was Charondas, the Catanean, of his own cities, and those also in Italy and Sicily which belonged to the Calcidians.

But as to cowardice, it is certain that the most usual way of chastising it is by ignominy and and it is supposed that this practice brought into use by the legislator Charondas; and that, before his time, the laws of Greece punished those with death who fled from a battle; whereas he ordained only that they be for three days exposed in the public dressed in woman's attire, hoping yet for some service from them, having awakened their courage by this open shame: "Suffundere malis homims sanguinem, quam effundere."

Well would it have been for him had he in the course of his universal acquirements stumbled upon the precaution of the good Charondas; or had he looked nearer home at the protectorate of Oloffe the Dreamer, when the community was governed without laws. Such legislation, however, was not suited to the busy, meddling mind of William the Testy.

Among the wrecks and fragments of exalted wisdom which have floated down the stream of time from venerable antiquity, and been picked up by those humble but industrious wights who ply along the shores of literature, we find a shrewd ordinance of Charondas the Locrian legislator.

He is said to have spread the seeds of political liberty in Crotona, Sybaris, Metapontum, and Rhegium, and from thence in Sicily to Tauromenium, Catana, Agrigentum and Himera. Charondas and Zaleucus, themselves famous legislators, derived the rudiments of their political wisdom from the instructions of Pythagoras.

Berg. Ay, but I am not bound to do as I have heard that one Charondas, a Tyrian, did, who published a law that no one should enter the national assembly in arms, on pain of death.

Alongside the dignity of such is placed, and their several inventors are named. But on the exterior all the inventors in science, in warfare, and in law are represented. There I saw Moses, Osiris, Jupiter, Mercury, Lycurgus, Pompilius, Pythagoras, Zamolxis, Solon, Charondas, Phoroneus, with very many others. They even have Mahomet, whom nevertheless they hate as a false and sordid legislator.

Charondas punished those as evil men who were convicted of keeping ill company. There is nothing so unsociable and sociable as man, the one by his vice, the other by his nature.
