The lowest birth-rates, less than half that of the unskilled labourers, are those of the doctors, the teaching profession, and ministers of religion. The position of this class, intellectually and often physically the finest in the kingdom, is rapidly becoming intolerable, and it is the wastrels who mainly benefit by their spoliation.

Western Europe, which in earlier decades had sent its swarms across the sea, now had few emigrants to give. Falling birth-rates, industrial development, or governments' desire to keep at home as much food for powder as might be, had slackened the outward flow. But the east held uncounted millions whom state oppression or economic leanness urged forth.

As a result, Oriental populations have always pressed close upon the limits of subsistence. In the past, however, this pressure was automatically lightened by factors like war, misgovernment, pestilence, and famine, which swept off such multitudes of people that, despite high birth-rates, populations remained at substantially a fixed level.

The mad competition of the industrial world during the past century, with the sordid gloom and wretchedness of it for all who were able to see beneath the surface, has shown for ever what comes of the effort to produce a growing population by high birth-rates in peace-time.

But since 1877 large families have become increasingly rare in the upper and middle classes, and among the skilled artisans. They are frequent in the thriftless ranks of unskilled labour, and in one section of well-paid workmen the miners. The highest birth-rates at present are in the mining districts and in the slums. The lowest are in some of the learned professions.

Nothing is more remarkable in the study of vital statistics than the comparative birth-rates of those districts in which women earn wages, and of those in which they do not. The rate of increase among the miners is as great as that of the reckless casual labourers, and the obvious reason is that the miner's wife loses nothing by having children, since she does not earn wages.

Under the old scheme, already half broken down, natural selection favours primitive rather than civilized societies through decreased birth-rates and survival of the unfit in the latter.

The Civic Improvement League, with a woman president, was taking a continuous interest in matters of playgrounds and parks, clean streets and city planning. The Society for Social Progress, almost exclusively feminine, was continuously astir about pure milk and factory laws, birth-rates and infant mortality, sociology and eugenics.

It will be seen that Australia and New Zealand, with low birth-rates and the lowest death-rates in the world increase more rapidly than Russia with an enormous birth-rate and proportionately high death-rate. No one can doubt that our colonies achieve their increase with far less friction and misery than the prolific but short-lived Slavs.

It is quite a different question whether it is ultimately to the advantage of a nation which desires to increase its numbers to profess the Roman Catholic religion. The high birth-rates are all in unprogressive Catholic populations.
